资源环境制约下湖北省新型城镇化路径选择

【摘要】：党的十八大提出,要坚持走中国特色新型城镇化道路。湖北省是国家中部崛起战略的重要支点,资源禀赋优势良好,区位优势独特,加之改革开放的良好政策环境,湖北省城镇化发展经历了长足发展。但是湖北省城镇化以往的快速发展,在很大程度上依靠以牺牲资源、环境为代价的传统发展模式取得的。湖北省新型城镇化发展受资源环境的约束越来越显著,这不仅影响到湖北省新型城镇化的可持续发展,还影响到国家中部崛起战略的顺利实现。所以本研究试图在对湖北省城镇化现状、湖北省城镇化与资源环境的耦合特征、湖北省新型城镇化面临的资源环境挑战和机遇的基础上,借鉴国外城镇化先进理论,提出湖北省新型城镇化的发展路径。本文共分五章。第一章是绪论。第二章对新型城镇化和资源环境相关概念加以界定,对城镇化与资源环境关系理论和资源环境约束下城镇化发展道路的相关理论进行了阐释。第三章,首先分析了湖北省城镇化现状与特征,然后,运用湖北省2000-2012年城镇化与资源环境相关数据,对湖北省城镇化进程和资源环境耦合特征进行实证分析,探析了21世纪以来湖北省城镇化进程和资源环境之间关系的演化规律。通过分析得出：总体而言,目前湖北省城镇化与资源环境关系已经进入转型阶段,但随着湖北省新型城镇化进程加快,资源环境压力仍然巨大,因此新型城镇化过程中的资源环境问题不容忽视。第四章分析了资源环境约束背景下,湖北省新型城镇化面临着承担国家粮食生态安全的责任重大,发展亟待转型,生态环境优势尚未得到充分发挥,资源型城市资源枯竭等重大挑战；同时也面临国家中部崛起战略和湖北省“两圈一带”发展战略给湖北省新型城镇化带来的前所未有的发展机遇。第五章根据第三章和第四章的定性和定量分析结果,借助第二章关于资源环境约束下新型城镇化发展的相关理论,提出了湖北特色的新型城镇化路径：(1)创新发展理念,包括系统理念、绿色理念；(2)以新型城镇化建设理论为指导,科学规划布局,包括,以构建现代城镇体系来增强区域集聚力,以现代产业为支撑力促进发展方式转型升级,以优化区域城市结构来增强带动力和辐射力,以集约化改造重建来提升城市资源环境承载能力；(3)以湖北省资源环境特色为基础,探索发展模式,包括在矿产丰富区发展资源型城镇,在大城市周边区发展特色城郊型城镇,在鱼米之乡发展农业型城镇,在贫困山区发展山水宜居型城镇,在生态保护区发展特色旅游型城镇。
[Abstract]:The 18 National Congress of the Communist Party of China proposed that we should stick to the new road of urbanization with Chinese characteristics. Hubei Province is an important fulcrum of the strategy for the rise of the central region of the country, with good natural resources and unique geographical advantages, as well as a good policy environment for reform and opening up. The development of urbanization in Hubei Province has gone through considerable progress. However, the rapid development of urbanization in Hubei Province in the past, to a large extent, depends on the sacrifice of resources. The development of new urbanization in Hubei Province is increasingly restricted by resources and environment, which not only affects the sustainable development of new urbanization in Hubei Province, It also affects the successful realization of the rising strategy of the central part of the country. Therefore, this study attempts to analyze the current situation of urbanization in Hubei Province, the coupling characteristics of urbanization and resources and environment in Hubei Province. On the basis of the challenges and opportunities of the new urbanization in Hubei Province, this paper puts forward the development path of the new urbanization in Hubei Province based on the advanced theories of urbanization abroad. This paper is divided into five chapters. The first chapter is the introduction. The second chapter defines the new urbanization and related concepts of resources and environment. The theory of the relationship between urbanization and resources and environment and the related theories of urbanization development path under the constraint of resources and environment are explained. Chapter three analyzes the present situation and characteristics of urbanization in Hubei Province, and then analyzes the current situation and characteristics of urbanization in Hubei Province. Based on the data of urbanization and resources and environment in Hubei Province from 2000 to 2012, this paper makes an empirical analysis on the coupling characteristics of urbanization and resources and environment in Hubei Province. This paper probes into the evolution law of the relationship between urbanization process and resources and environment in Hubei Province since 21th century. It is concluded by analysis that the relationship between urbanization and resources and environment in Hubei Province has entered a transitional stage at present. However, with the acceleration of the process of new urbanization in Hubei Province, the pressure of resources and environment is still enormous. Therefore, the problems of resources and environment in the process of new urbanization can not be ignored. Chapter 4th analyzes the background of resource and environment constraints. The new urbanization in Hubei Province is faced with the major challenges, such as taking on the responsibility of national food ecological security, developing urgently, not giving full play to the advantages of ecological environment and exhausting resources in resource-based cities. At the same time, it also faces the unprecedented development opportunities brought by the strategy of the rise of the central part of the country and the development strategy of "two circles" in Hubei Province. Chapter 5th, according to the qualitative and quantitative results of chapters 3 and 4th, With the help of the theory of the new urbanization development under the constraint of resources and environment in the second chapter, this paper puts forward the innovative development idea of the new urbanization path with Hubei characteristics, including the system idea, the green idea and the new urbanization construction theory, which is guided by the new urbanization construction theory. Scientific layout planning, including the construction of a modern urban system to enhance regional agglomeration, modern industry as the supporting force to promote the transformation and upgrading of the way of development, to optimize the regional urban structure to enhance the driving force and radiation, Based on the characteristics of resources and environment in Hubei Province, this paper explores the development model, including developing resource-based towns in mineral-rich areas and suburban towns with characteristics in the surrounding areas of big cities. To develop agricultural towns in the land of fish and rice, to develop mountain and water livable towns in poor mountainous areas, and to develop tourism towns with characteristics in ecological protection areas.
