【摘要】：随着我国收入分配改革的进一步深化,如何切实保障和提高劳动者的收入已经成为当下一个重大的议题。最低工资制度作为一项重要的劳动保障政策,在我国已经由法律形式得以确立。但是,学术界对于最低工资的讨论却从未有过共识,分歧较大。过去的种种讨论和研究的焦点,大多集中在制度实施的必要性方面,其视角也仅仅局限在劳动力市场。本文希望能够打破这种思维定势,在最低工资问题的研究上撇开其必要性的争论,转而分析其经济效益。本文立足于我国的现实情况,考察最低工资对经济增长的作用,从而为制度的完善提供参考。在内容方面,我们首先考察了我国最低工资制度的现状。通过简单的分析,我们发现当前我国最低工资水平普遍较低,并且最低工资标准的分布也呈现东西发展不平衡的状况。根据最低工资地区差异性的特征,本文建立了一个与最低工资相关的内生增长模型。通过模型的分析,本文论证了在带有资本流动的区域分割条件下,地区最低工资的提升对于本地区及整体经济的影响结果,取决于其技术条件以及政策。在其他条件不变的情况下,最低工资与经济增长之间呈倒“U”型关系,即“库茨涅茨效应”。在经验性研究中,本文选取了2005—一2011我国的省际面板数据进行回归分析,验证了理论模型中的倒“U”型效应,并且测算了最低工资对于经济增长的贡献率。从整体来看,我国当前的最低工资对于经济增长存在着促进作用,具体为最低工资每提升1%,人均GDP约提高0.1%。在分地区考察的情况下,东部地区的最低工资的提升对于经济增长的贡献率要明显大于中、西部地区。本文最后基于理论分析与实证检验的结论,对我国当前的最低工资制度的实施提出了相关的政策建议。
[Abstract]:With the further deepening of income distribution reform in China, how to effectively protect and improve the income of workers has become a major issue. The minimum wage system as an important labor security policy, In our country, the legal form has been established. However, the discussion on the minimum wage has never been agreed upon in academic circles, and it is quite different. In the past, most of the discussions and studies focused on the necessity of the implementation of the system. This paper hopes to break this kind of thinking pattern, put aside the argument of its necessity in the study of minimum wage, and analyze its economic benefits. This paper is based on the reality of our country. This paper examines the effect of minimum wage on economic growth, thus providing a reference for the perfection of the system. In terms of content, we first examine the current situation of the minimum wage system in China. Through a simple analysis, We find that the current minimum wage level in China is generally low, and the distribution of the minimum wage standard also presents an imbalance between the east and the west. According to the regional differences of the minimum wage, This paper establishes an endogenous growth model related to the minimum wage. Through the analysis of the model, this paper demonstrates the effect of the increase of the regional minimum wage on the local economy and the overall economy under the condition of regional segmentation with capital flow. Depending on their technical conditions and policies... where other conditions remain the same, there is an inverted "U" relationship between the minimum wage and economic growth, known as the "Kuznets effect." in empirical studies, This paper selects the provincial panel data from 2005 to 2011 to carry out regression analysis, verifies the inverted "U" effect in the theoretical model, and calculates the contribution rate of minimum wage to economic growth. The current minimum wage in China has a positive effect on economic growth. Specifically, for every increase in the minimum wage, the per capita GDP is increased by about 0.1%. The contribution rate of the increase of minimum wage to economic growth in the eastern region is obviously larger than that in the western region. Finally, based on the conclusions of theoretical analysis and empirical test, Put forward the relevant policy suggestion to the implementation of our country's current minimum wage system.
