成都市成华区东郊记忆的规划建设案例研究

【摘要】：受益于国家政策,成都利用依据自身特征以城镇规划建设作为综合改革的突破口并将其上升到国家战略层面。成都市成华区东郊记忆在规划建设发展方面已经取得了一定的成果,具体的工作中问题也层出不穷。成都市成华区东郊记忆的规划建设主要面临着城镇体系缺乏区域协调、城镇规划缺乏创新政策支持、城镇建设主体作用发挥不足、城镇规划建设面临资金筹集困难等问题。本论文着重以城镇规划理论为基础,以成都市成华区东郊记忆为实证案例,主要从绪论、理论基础、案例概述、政策分析、运行机制分析、借鉴与启示、结论七个部分进行介绍,全文的具体内容如下所示:第一部分为绪论,即对成都市成华区东郊记忆的规划建设案例研究的研究背景及意义、国内外研究现状、研究内容与方法进行全面的梳理。第二部分为论文基本概念的界定和理论基础,对规划建设发展相关概念界定、论文的理论基础、成都市成华区东郊记忆的规划建设案例研究的典型性进行了描述和分析。第三部分为案例概述部分,对成都市成华区东郊记忆的规划建设背景、规划建设发展历程、规划建设实施情况、规划建设存在的问题及其产生的原因进行了系统描述和分析。第四部分为成都市成华区东郊记忆的规划建设的政策分析,即对成都市成华区东郊记忆的规划建设的政策保障和矛盾应对策略等方面进行深入分析。第五部分为成都市成华区东郊记忆的规划建设的运行机制分析,分别对成都市成华区东郊记忆的城乡一体化发展机制体制创新,即科学规划建设、创新驱动、共建共享、以人为本、改革创新和对成都市成华区东郊记忆的规划建设的运行机制,即产业对接联动机制、投融资对接联动机制、社会事业发展对接联动机制、创新城乡二元运行机制以及对成华区东郊记忆的规划建设的协调发展机制,即强化组织管理协调能力机制、明确职责分工、优化工作机制等进行描述和分析。第六部分为成都市成华区东郊记忆的规划建设案例的借鉴与启示,即对成都市成华区东郊记忆的规划建设的案例经验进行梳理,为后续规划编制与实施以及其他地区规划建设研究提供经验借鉴和启示。第七部分为全文的总结部分,对全文有关成都市成华区东郊记忆的规划建设研究进行总结,并对本文的研究课题的下一步研究进行展望。研究认为,成都市成华区东郊记忆在规划建设方面存在较多的政策保障、矛盾应对策略、并且有城乡一体化发展机制体制创新、产业对接、投融资对接、社会事业对接、城乡二元体制创新、组织管理协调能力机制强化、职责分工明确、工作机制优化等动力支撑,成都市成华区东郊记忆建设以规划为龙头,注重规划管理,引入市场机制,不断完善投资环境,强化人居环境建设,创建宜居城镇,因此全区在规划建设取得了较大的成就。鉴于成都市成华区东郊记忆的规划建设实例可以看出其他地区规划建设可以不断创新规划实施机制,发挥城镇建设主体作用,以扩大融资渠道为关键,积累小城镇建设资金,以科学规划为引领,确保规划建设的实施,注重城镇产业载体建设,构建智慧新城镇,全面提升政府公共服务能力,保障规划落地实施,实现城镇可持续发展。
