【摘要】：生态城是应对目前环境污染、能源短缺和经济发展的一种重要方式,是未来城市发展的方向,中国也正在积极推进生态城市的发展。但是,如果无法清晰的认识生态城发展过程中的关键因素,就无法保证获得生态城的成功以及后续的环境、社会和经济效益。因此探寻发展生态城项目的关键成功因素对于中国生态城的发展具有非常重要的意义。已有的研究主要关注于单一或者一类因素如:城市规划、绿色技术以及运营管理等,缺乏全面的认识。还有一部分学者聚焦于关键绩效指标的构建,虽然关键绩效指标能布及生态城的众多领域,但是其倾向于目标导向,而生态城的建设是一个具有多项目干系人参与的复杂项目群,其中还有更多无法衡量的目标以及管理过程中应该重点关注的问题。本文拟对影响生态城项目成功的因素进行系统的识别,分析不同因素对于项目成功的影响程度,以及因素内部之间存在的关系。为以后生态城项目制定管理框架提供理论依据,同时也有助于生态城项目干系人更加清楚的认识如何才能更好的促进生态城的发展,为生态城的管理者制定战略提供决策依据,所以研究具有较强的理论意义和实践意义。在具体的研究过程中,本文首先通过文献分析、访谈以及参加相关会议的方式,从项目相关因素、项目参与者相关因素以及环境相关因素三个方面,最终识别了19个关键成功因素。在此基础上设计调研问卷,并向具有生态城实践经验的人士进行了调研,回收了108份有效问卷,对调研数据进行了描述性统计分析和探索性因子分析。描述性统计结果表明“清晰的定义和目标”、“生态城居民的环保和节能意识和行动对于绿色运营的影响”、“生态城居民的环保和节能意识和行动对于绿色运营的影响”、“生态城运营阶段的管理”对于生态城的影响最为重要。探索性因子分析的结果说明了19个因素可以分成五组:治理、项目干系人的能力和行为、知识和市场的支持、城市规划和外部环境。为生态城管理者有效的开展工作提供了管理的框架,今后应该着重考虑着五类因素。
[Abstract]:Eco-city is an important way to deal with environmental pollution, energy shortage and economic development. It is the direction of urban development in the future. China is also actively promoting the development of eco-city. Without a clear understanding of the key factors in the development of eco-cities, there is no guarantee of success and the environment that follows. Social and economic benefits. Therefore, it is very important to explore the key success factors for the development of eco-city projects in China. The existing studies mainly focus on single or a class of factors such as urban planning. There is a lack of a comprehensive understanding of green technology and operations management, and some scholars have focused on the construction of key performance indicators, which tend to be goal-oriented, although they can be spread across many areas of the ecological city. And the construction of the ecological city is a complex project group with the participation of multi-project stakeholders, Among them, there are more unmeasurable goals and problems that should be paid more attention to in the process of management. This paper intends to systematically identify the factors that affect the success of the Eco-city project, and analyze the impact of different factors on the success of the project. And the relationship between the factors. For the future eco-city project management framework to provide a theoretical basis, but also help the ecological city project stakeholders a clearer understanding of how to better promote the development of ecological city, Therefore, the research has a strong theoretical and practical significance. In the specific research process, this paper first through literature analysis, interviews and participation in related meetings, Finally, 19 key success factors were identified from three aspects: project related factors, project participants' related factors and environmental factors. Based on this, a questionnaire was designed and investigated to people with practical experience in Eco-city. 108 valid questionnaires were collected, Descriptive statistical analysis and exploratory factor analysis were carried out on the survey data.
