福建省农村城镇化地区差异及其影响因素分析

【摘要】：城镇化是现代化的必由之路,是解决农业、农村、农民问题的重要途径,是推动区域协调发展的有力支撑,是扩大内需和促进产业升级的重要抓手。在城镇化发展滞后的大背景下,加快城镇化建设,走新型城镇化之路是我国现阶段的重大战略。我国城乡二元结构明显,城乡差距不断拉大,统筹城乡的新型城镇化建设任务艰巨。在城镇化建设过程中,农村城镇化是我国薄弱而又十分重要的环节。基于我国的国情和乡情,农村城镇化是促进农村地区经济社会现代化发展,缩小城乡差距,打破城乡二元结构,解决“三农”问题,使农民共享发展成果和现代文明的重要途径。长期以来以乡—城迁移视角的城镇化研究占据了城镇化研究的主导地位,对在农村地域范围内的城镇化过程,即农村城镇化的研究较少。福建省城镇化地区差异明显,城乡差距突出,需要加快农村城镇化建设,促进城乡城镇化统筹协调发展。因此,本文通过研究福建省农村城镇化地区差异及其影响因素,既进一步探索农村城镇化的影响因素,又能对福建省农村城镇化建设提出一定政策建议。本文首先从福建省农村城镇化发展的特征及问题两个方面阐述了福建省农村城镇化发展的状况。接下来,文章根据农村城镇化的内涵建立了农村城镇化发展的综合评价指标体系,对福建省58个县及县级市2012年的农村城镇化水平进行了度量。经过多角度对比分析发现,福建省农村城镇化发展的地区差异主要体现在东南沿海和西北内陆的差异,并对产生这种地区差异的原因进行了分析。其次,在依据国内外城镇化的相关理论及以往学者对农村城镇化研究的基础上,从产业动力、城镇化主体作用力和人口吸引力三个方面选取九个具有代表性的影响因素建立起农村城镇化影响因素指标体系,并利用Eviews6.0进行多元回归分析。结果表明工业化对农村城镇化影响最大,其次是农业发展,再次是第三产业、政府作用、乡镇企业及外来投资,而城乡收入差距会阻碍农村城镇化发展。产业动力、城镇化主体作用力对东南沿海农村城镇化的促进作用大,城乡收入差距大则严重阻碍农村城镇化进程。产业动力和政府投资对西北内陆影响也较明显,但乡镇企业和外来投资对西北内陆地区的影响则不显著。最后,依据东南沿海和西北内陆农村城镇化地区差异影响因素的分析结果,针对东南沿海和西北内陆农村城镇化发展面临的不同情况分别提出了相应的促进农村城镇化发展的政策建议。
[Abstract]:Urbanization is the only way to modernization, an important way to solve the problems of agriculture, rural areas and farmers, a powerful support to promote regional coordinated development, an important grasp to expand domestic demand and promote industrial upgrading.Under the background of lagging development of urbanization, speeding up the construction of urbanization and taking the road of new-type urbanization is an important strategy at the present stage of our country.The urban-rural dual structure is obvious and the gap between urban and rural areas is widening.In the process of urbanization construction, rural urbanization is a weak and very important link in our country.Based on our country's national conditions and rural conditions, rural urbanization is to promote the development of economic and social modernization in rural areas, narrow the gap between urban and rural areas, break the dual structure of urban and rural areas, and solve the "three rural" problems.It is an important way for farmers to share the fruits of development and modern civilization.For a long time, the study of urbanization from the perspective of township-city migration has occupied the leading position in the study of urbanization, and there is little research on the process of urbanization in rural areas, that is, rural urbanization.The difference of urbanization in Fujian Province is obvious, and the gap between urban and rural areas is prominent. It is necessary to speed up the construction of rural urbanization and promote the coordinated development of urban-rural urbanization.Therefore, by studying the regional differences of rural urbanization in Fujian Province and its influencing factors, this paper not only further explores the influencing factors of rural urbanization, but also puts forward some policy suggestions for the construction of rural urbanization in Fujian Province.This paper first expounds the development of rural urbanization in Fujian Province from two aspects: the characteristics and problems of rural urbanization in Fujian Province.Then, according to the connotation of rural urbanization, the paper establishes a comprehensive evaluation index system for the development of rural urbanization, and measures the level of rural urbanization in 58 counties and county-level cities in Fujian Province in 2012.Through multi-angle comparative analysis, it is found that the regional differences of rural urbanization development in Fujian Province are mainly reflected in the differences between the southeast coastal areas and the inland areas of northwest China, and the reasons for such regional differences are analyzed.Secondly, based on the relevant theories of urbanization at home and abroad and previous researches on rural urbanization by scholars, from the industrial power,In the three aspects of urbanization force and population attractiveness, nine representative influencing factors were selected to set up the index system of rural urbanization influencing factors, and Eviews6.0 was used to carry out multivariate regression analysis.The results show that industrialization has the greatest impact on rural urbanization, followed by agricultural development, third industry, the role of government, township enterprises and foreign investment, and the income gap between urban and rural areas will hinder the development of rural urbanization.The main force of urbanization plays an important role in promoting rural urbanization in southeast coastal areas, while the income gap between urban and rural areas seriously hinders the process of urbanization in rural areas.The influence of industrial power and government investment on northwest inland area is also obvious, but the influence of township enterprises and foreign investment on northwest inland area is not significant.Finally, based on the analysis of the factors influencing the differences between the southeast coastal areas and the rural urbanization areas in northwest China,In the light of the different situations facing the urbanization in the southeast coastal areas and inland rural areas in northwest China, the corresponding policy suggestions are put forward to promote the development of rural urbanization.
