工程建设项目采购中的供应商选择方法研究

【摘要】:工程建设项目采购中的供应商选择是指在特定项目背景下进行的供应商比较和选择的过程。项目采购是通过采购规划、采购实施、采购管理和采购结束四个过程从项目组织外获取资源及服务的全过程,是项目管理的重要构成内容。在工程建设项目中供应商的表现好坏将直接影响到项目的成败,所以供应商的选择对于整个项目的重要性不言而喻。因此本文将工程建设项目中的供应商选择方法作为研究对象。本文从作者所在的德国L集团新投资的高性能橡胶工厂项目的实际情况入手,对相关的项目供应商选择的方法和理论进行了研究和梳理,针对项目采购工作中的面对的问题,设计了项目采购流程及其操作模式,通过运用卡拉杰克矩阵(Kraljic Matrix)、风险评估工具对采购对象和影响因素进行分析,制定出有效的供应商选择策略,突出工作重点。同时,本文运用基于理想点(TOPSIS)和层次分析理论(AHP)相结合的供应商选择模型对候选方案进行比较。首先通过层次分析法确定指标权重,然后利用理想点法对各因素进行分析对比并对候选供应商进行排序,最后选择出最合适的供应商服务于工程建设项目。本文将上述方法在变电站设备供应商的选择工作中进行实践并对供应商表现进行追踪,以实例证实了本论文所提出的基于理想点(TOPSIS)和层次分析理论(AHP)的供应商的选择模型的有效性和可靠性。
[Abstract]:Supplier selection in the procurement of construction projects refers to the process of supplier comparison and selection in the context of a specific project.Project procurement is the whole process of obtaining resources and services from outside the project organization through the four processes of procurement planning, procurement implementation, procurement management and procurement closure. It is an important component of project management.In engineering construction projects, the performance of suppliers will directly affect the success or failure of the project, so the importance of supplier selection for the whole project is self-evident.Therefore, this paper takes the method of supplier selection in the construction project as the research object.Starting from the actual situation of the high performance rubber factory project newly invested by L Group in Germany, this paper studies and combs the relevant methods and theories of supplier selection, aiming at the problems faced in the project procurement.This paper designs the project purchasing process and its operating mode, analyzes the purchasing object and the influencing factors by using the Karajic matrix and risk assessment tool, and formulates an effective supplier selection strategy and highlights the key points of the work.At the same time, a supplier selection model based on the combination of ideal point selection (Topps) and analytic hierarchy process (AHP) is used to compare the candidate schemes.First, the index weight is determined by AHP, then the factors are analyzed and compared by the ideal point method, and the candidate suppliers are sorted out. Finally, the most suitable supplier is selected to serve the project construction project.In this paper, the above methods are put into practice in the selection of substation equipment suppliers and the performance of suppliers is tracked.The validity and reliability of the supplier selection model proposed in this paper based on the ideal point of view (Topps) and the hierarchical analysis theory (AHP) are verified by an example.
