基于生态足迹模型的福州市主体功能区划分研究

【摘要】：人类的生存和发展都离不开珍贵的土地资源,珍惜和合理利用每一寸土地是我国的基本国策。推进形成主体功能区建设,有利于科学合理地开发和可持续利用宝贵的土地资源。《全国主体功能区规划》是划分主体功能区的基本依据,它指明了各主体功能区的发展方向,引领着我国国土空间的开发利用。福建省是全国经济发展最为迅速的几个省份之一,福州市作为福建省的省会城市,有必要依据《全国主体功能区规划》来研究福州市的主体功能区划问题,为福州市土地开发和利用提供依据。本文采用生态足迹模型来研究福州市的主体功能区划问题,选取“生态足迹”、“生态承载力”、“发展潜力”三个方面的指标构建指标体系,通过比较分析福州市下辖各县(市、区)与福州市整体平均水平的差距,划分三个指标的“高、中、低”等级,最后,采用三维魔方图组合评价,确定主体功能分区标准。最终得出福州市的主体功能区划方案：优化开发区为市区(包括鼓楼区、台江区、仓山区、晋安区和马尾区)、福清市和长乐市,重点开发区为闽侯县、连江县和罗源县,限制开发区为闽清县、永泰县、平潭县和其他重点生态功能区,禁止开发区为各自然保护区、风景名胜区、森林公园等保护区。全文共分六章。第一章主要介绍了选题依据和现实意义,国内外相关研究进展,以及本文的研究内容、采用的研究方法和技术手段,从总体上把握主体功能区划的技术方法。第二章详细介绍了主体功能区划理论,包括主体功能区是如何提出的、具体分区类型、开发的理念以及推进主体功能区规划的指导原则,为主体功能区的开发建设提供指导性意见。同时,概述了生态足迹模型,阐明了生态足迹和生态承载力等方面的基本内涵及具体计算公式。第三章概括介绍了福州市的自然环境、资源利用现状和经济发展水平,归纳国土空间开发中存在的问题,为本文的研究提供现状基础。第四章详尽介绍了福州市主体功能区划的方法和步骤,通过选取具有代表性的指标体系,制定主体功能区的划分标准,分析福州市9个县(市)区的生态足迹、生态承载力和发展潜力,并划分福州市主体功能区。第五章综合分析优化开发区、重点开发区、限制开发区和禁止开发区4大类分区的发展方向,提出各自的开发管制对策建议。第六章得到本文的主要结论、不足与创新点,并提出有待研究的问题以作为以后的研究方向。
[Abstract]:The survival and development of human beings can not be separated from precious land resources. It is the basic national policy of our country to cherish and rationally utilize every inch of land.It is beneficial to develop and sustainably utilize valuable land resources in a scientific and rational way. The National main function area Planning is the basic basis for dividing the main function area, which indicates the development direction of the main function area.Leading the development and utilization of China's land and space.Fujian Province is one of the provinces with the fastest economic development in China. As the capital city of Fujian Province, it is necessary to study the main function regionalization of Fuzhou City according to the "National main function area Planning".To provide the basis for the development and utilization of Fuzhou land.In this paper, the ecological footprint model is used to study the main function regionalization of Fuzhou, and the index system of "ecological footprint", "ecological carrying capacity" and "development potential" is selected to construct the index system.By comparing and analyzing the difference between the average level of the counties (cities and districts) under the jurisdiction of Fuzhou and the whole average level of Fuzhou, the paper divides the "high, middle and low" grades of the three indexes. Finally, by using the combination evaluation of three-dimensional magic cube map, the main function zoning standard is determined.Finally, the main function zoning scheme of Fuzhou City is obtained: optimizing the development zone for the urban areas (including Gulou District, Taijiang District, Cangshan District, Jin'an District and Mawei District, Fuqing City and Changle City, the key Development zones are Minhou County, Lianjiang County and Luoyuan County,Restricted development zones for Minqing County, Yongtai County, Pingtan County and other key ecological functional areas, prohibited development zones for natural reserves, scenic spots, forest parks and other protected areas.The full text is divided into six chapters.The first chapter mainly introduces the basis and practical significance of the topic, domestic and foreign related research progress, as well as the research content of this paper, the research methods and technical means adopted, from the overall grasp of the main functional division of the technical methods.The second chapter introduces the theory of main function regionalization in detail, including how the main function area is put forward, the specific partition types, the concept of development and the guiding principles to promote the planning of the main function area.To provide guidance for the development and construction of the main function area.At the same time, the ecological footprint model is summarized, and the basic connotation and calculation formula of ecological footprint and ecological carrying capacity are expounded.The third chapter introduces the natural environment, the current situation of resource utilization and the level of economic development in Fuzhou City, summarizes the problems in the development of land and space, and provides the basis for the research of this paper.The fourth chapter introduces the methods and steps of the main function regionalization in Fuzhou in detail. By selecting the representative index system and establishing the criteria for the division of the main function areas, the ecological footprint of the nine counties (cities) in Fuzhou is analyzed.Ecological carrying capacity and development potential, and divided into Fuzhou main function area.The fifth chapter comprehensively analyzes the development direction of the four types of development zones, such as optimizing development zones, key development zones, limiting development zones and forbidden development zones, and puts forward their respective development control countermeasures and suggestions.In the sixth chapter, the main conclusions, shortcomings and innovations of this paper are obtained, and the problems to be studied are put forward as the future research direction.
