中亚区域合作与乌鲁木齐市国际化功能提升研究

【摘要】：随着世界政治经济格局的演变以及金融危机席卷全球的浪潮，区域合作的态势逐渐加强，经济全球化与区域一体化已成为世界经济发展的两大趋势，越来越多的地理上相近的国家所组成的区域性经济合作组织，显示出强有力的经济活力。在我国部分地区已经形成了由中央政府推动，地方政府积极参与，，与周边国家形成区域合作的机制。在此背景下，也形成了参与合作主体省份以及具有代表性的城市，这些城市在区域合作的背景下其优势进一步显现，同时，为了抓住和适应全球化、国际化的浪潮，都积极利用自身的区位优势向着国际化城市的方向发展。近年来，随着援疆政策的深化推进以及“乌昌石城市群”在国家城市体系中的地位得到确认，乌鲁木齐城市发展水平进一步提高，城市的外向度不断增强，综合竞争力有了较大的提升，尤其是“丝绸之路经济带”战略构想的提出，为乌鲁木齐在经济带中发挥连接亚欧的中心城市作用带来了更大的战略机遇，也为乌鲁木齐进一步走向国际化，发挥国际化功能注入了新的活力。2012年乌鲁木齐市委十届五次全委（扩大）会议明确提出了建设国际化都市的目标，乌鲁木齐作为我国向西开放的桥头堡，建设成为面向中西亚的国际化都市对于带动我国西北地区经济发展，更好的实施“西联东进，东联西出”战略具有重要的意义。本文在前人研究的基础上，以区域合作为切入点，探讨区域合作条件下经济合作、分工与国际化城市之间的关系，从区域性国际化城市发展的一般规律出发，运用归纳和比较等方法分析出乌鲁木齐在发挥国际化功能方面的优势和机遇，通过对乌鲁木齐国际化水平的初步评判，分析出其在发挥国际化功能方面的不足和缺陷，以此探讨和提出乌鲁木齐建设国际化城市，发挥国际化功能的目标和途径。
[Abstract]:With the evolution of the world political and economic pattern and the wave of the financial crisis sweeping the world, the situation of regional cooperation is gradually strengthened. Economic globalization and regional integration have become the two major trends of world economic development.A growing number of geographically close-to-country regional economic cooperation organizations, showing strong economic vitality.In some areas of our country, the mechanism of regional cooperation has been formed, which is promoted by the central government, actively participated by the local government and formed regional cooperation with the neighboring countries.In this context, the participating provinces and representative cities are also formed. In the context of regional cooperation, the advantages of these cities appear further. At the same time, in order to grasp and adapt to the wave of globalization, internationalization,Both actively use their own regional advantages to the direction of international cities.In recent years, with the deepening of the aid policy to Xinjiang and the recognition of the position of "Wuchang stone urban agglomeration" in the national urban system, the level of urban development in Urumqi has been further improved, and the degree of urban extroversion has been continuously enhanced.The overall competitiveness has been greatly enhanced, especially the strategic concept of "Silk Road Economic Belt", which has brought greater strategic opportunities for Urumqi to play its role as a central city connecting Asia and Europe in the economic belt.It has also injected new vitality into Urumqi's internationalization. In 2012, the Fifth Committee (expansion) Conference of the 10th Urumqi Municipal Party Committee explicitly set the goal of building an international city.Urumqi, as the bridgehead of our country opening to the west, is of great significance for promoting the economic development of northwest China and carrying out the strategy of "entering the west and east and leaving the west".On the basis of previous studies, this paper discusses the relationship between economic cooperation, division of labor and international cities under the condition of regional cooperation, starting from the general law of the development of regional international cities, taking regional cooperation as the starting point.By means of induction and comparison, this paper analyzes the advantages and opportunities of Urumqi in bringing its internationalization function into full play, and through the preliminary evaluation of the internationalization level of Urumqi, analyzes its shortcomings and defects in bringing its internationalization function into full play.This paper discusses and puts forward the goal and approach of Urumqi to build an international city and bring its function into full play.
