郑州市住房公积金制度运行有效性评估研究

【摘要】:在计划经济的时代背景下,我国住房建设和分配是在国家指令性计划下进行的,没有住房的单位正式职工,统一由企业进行住房分配,这种大包干的福利政策为改革开放新时期的职工圆满地解决了住房问题。随着我国改革的深入和市场经济的快速发展,国家的住房制度逐步迈向了市场化。解决住房问题对于每个人来说都是一生的头等大事,我国政府一直不断出台政策以稳定房价让老百姓买得起房。住房公积金制度以政府政策性的住房金融制度身份出台,是实现职工住房社会化、商品化的一个重要方式。住房公积金作为“住房储金”,,目的是要解决广大城镇职工的住房问题,通过住房资金的积累和住房公积金贷款,提高个人购房的消费支付能力。 针对住房公积金制度运行的有效性评价这类课题,学术界和实务界一直都在研究,因此有大量的研究成果可供参考。本文在综合分析和总结学者研究成果的基础上,基于社会保障视角,运用定性与定量结合的研究方法,建立了评估郑州市住房公积金制度运行有效性的四维框架体系,分别从公平性、运行效率、可持续性和供需关系四个方面对公积金制度运行进行有效性的评估,揭示出郑州市住房公积金制度运行过程中存在的一些问题:机制、规则和结果公平性的缺失;提取率、贷款率、使用率和运用率的不稳定;公积金安全性、流动性和营利性指数偏低;公积金供需关系起伏不均。本文透过这些问题和现象,进行了一定程度的分析,并且解释其背后产生的原因,最后从明确制度定位,加强立法,转变管理模式和提升运行有效性的具体措施等四个方面提出郑州市住房公积金制度有效运行的建议。
[Abstract]:In the planned economy era, China's housing construction and allocation is carried out in the country under the mandatory plan, no housing units formal workers, unified by the enterprise workers housing allocation, this round Dabaogan welfare policy for the new period of reform and opening up the way to solve the housing problem. With the rapid development of China's reform thorough and the market economy, the state of the housing system gradually towards the market. To solve the housing problem is a top priority in life for each person, the Chinese government has continuously introduced policies to stabilize prices for the people affordable housing. The housing provident fund system in the housing finance system identity government policy introduced, is to achieve employee housing socialization, an important way of commercialization. "As the housing provident fund housing fund", the purpose is to solve the problem of housing for urban workers, through housing The accumulation of funds and housing provident fund loans to improve the capacity of individual buyers to buy and pay.
For the effective operation of the housing provident fund system in the evaluation of this kind of topic, the academic and practical circles have been studied, so there are a large number of research results for reference. Based on the comprehensive analysis and summary of research results of scholars on social security based on the perspective of research methods, combining qualitative and quantitative, establishes an evaluation dimension the framework of Zhengzhou city housing provident fund system operation effectiveness, from fairness, efficiency, sustainability and the relationship between four aspects of supply and demand to evaluate the effectiveness of the provident fund system, reveals some problems existing in operation process of housing provident fund system in Zhengzhou City: mechanism, lack of rules and result fairness; extraction rate, loan rate, utilization rate and utilization rate of instability; fund safety, liquidity and profitability index is low; the relationship between supply and demand fluctuations are not provident fund. This paper through these problems and phenomena, a certain degree of analysis, and explain the reason behind, finally from the clear positioning system, strengthen legislation, put forward Zhengzhou city housing provident fund system for the effective operation of the proposed four aspects of the transformation of the management mode and enhance the operation effectiveness of specific measures.
