基于三阶段DEA模型的建筑业效率评价

【摘要】:建筑业是我国国民经济发展的重要组成部分,其发展牵动着社会经济、能源、环境等多个领域的发展。因此,在市场经济条件下,解决如何提高我国建筑业生产效率,增强国际竞争力,使得我国建筑业在激烈的国际竞争中立于不败之地的问题,显得至关重要。 本文以我国29个省(市)自治区为研究对象,以2003-2012年(除2004年外)9年的统计数据为数据基础,在梳理国内外研究成果的基础上,采用描述性统计方法,从投入产出角度深入了解近年来我国建筑业的发展现状;采用三阶段DEA方法评价我国建筑业生产效率;进而从总体效率和省际效率差异两个视角对建筑业的效率进行分析,提出改善我国建筑业效率的对策建议。 研究发现:外部环境因素和随机因素对我国建筑业生产效率的测定产生显著性影响,由此,区分外部环境因素、随机因素和管理水平对我国建筑业生产效率的影响是很有必要的,且在外部环境影响因素中,人均GDP、产业结构、文盲所占比重、固定资产投资率、科技支出和人均资本对投入松弛变量产生负影响,进而有利于建筑业生产效率的提高,而国有资产所占比重和外资所占比重并没有起到应有的作用;2003-2012年我国建筑业整体的综合效率、纯技术效率和规模效率呈上升趋势,且东中部地区的建筑业生产效率明显高于西部地区;各省市自治区的效率差异在一定程度上阻碍我国建筑业生产效率的提高。因此,,综合分析结果,本文提出:调整产业规模,加快转变建筑业经济发展方式;积极引进先进的技术,提高建筑业的技术水平;加快国有体制改革,优化产业结构;缩小各地区间的效率差异;提高建筑业企业的管理水平五个方面来促进我国建筑业生产效率的提高。
[Abstract]:Construction industry is an important part of the development of national economy in China, and its development affects the development of social economy, energy, environment and other fields. Therefore, under the condition of market economy, it is very important to solve the problem of how to improve the production efficiency of our country's construction industry, enhance the international competitiveness, and make our construction industry in an invincible position in the fierce international competition. Taking 29 provinces (cities) and autonomous regions of our country as the research object and taking the statistical data from 2003-2012 (except 2004) as the data basis, this paper adopts descriptive statistical method on the basis of combing the domestic and foreign research results. From the angle of input-output, we have a deep understanding of the development situation of construction industry in China in recent years; use three-stage DEA method to evaluate the production efficiency of construction industry in China; and then analyze the efficiency of construction industry from the perspective of overall efficiency and inter-provincial efficiency difference. The countermeasures and suggestions to improve the efficiency of construction industry in China are put forward. The study found that: external environmental factors and random factors have a significant impact on the measurement of production efficiency of China's construction industry. The influence of random factors and management level on the production efficiency of China's construction industry is very necessary, and among the external environmental factors, the per capita GDP, industrial structure, the proportion of illiteracy, the investment rate of fixed assets, Science and technology expenditure and capital per capita have a negative impact on the input relaxation variables, which is conducive to the improvement of the efficiency of construction production. However, the proportion of state-owned assets and foreign capital has not played its due role in the overall efficiency of construction industry in China from 2003 to 2012. The pure technical efficiency and scale efficiency are on the rise. The efficiency of the construction industry in the eastern and central regions is obviously higher than that in the western region, and the differences in the efficiency of the provinces, cities and autonomous regions hinder the improvement of the production efficiency of the construction industry in China to a certain extent. Therefore, comprehensive analysis results, this paper proposed: adjust the scale of industry, accelerate the transformation of the mode of economic development of the construction industry, actively introduce advanced technology, improve the technical level of the construction industry, accelerate the reform of the state-owned system, optimize the industrial structure; In order to improve the efficiency of the construction industry in China, it is necessary to reduce the efficiency difference among different regions and improve the management level of the construction enterprises.
