【摘要】：我国自20世纪90年代末期起制定一系列政策措施推进保障房建设,逐步形成了以廉租房、经适房、公租房为主的层次清晰、形式多样的保障性住房供应体系,极大改善了城市中低收入居民的住房水平。廉租房作为住房保障体系中的一种重要产品,是指政府以租金补贴或实物配租的方式,向符合城镇居民最低生活保障标准且住房困难的家庭提供社会保障性质的住房,旨在解决城市特困人口住房问题。2007年起,政府持续加大在廉租房制度和建设上的投入,廉租房保障已成为解决城市低收入家庭住房问题的政策主体,为社会公众所欢迎,但由于我国这项政策实施时间并不长,各地各部门主要把工作重点放在扩大保障面上,随着工作的逐步推进,许多后续管理上的问题逐渐暴露,其中廉租房保障进入与退出机制的不完善尤为公众所诟病,还有大量制度建设工作需要跟进。因此,如何使真正需要保障的家庭纳入到廉租房体系,建立完善廉租房准入与退出机制,使廉租房政策实现最大程度的公平性,成为完善廉租房保障制度重要和紧迫的任务。本文从政府治理的角度,对舟山市廉租房准入与退出机制运行现状进行重点分析,比照国内外廉租房准入和退出机制的实施经验,寻求对完善这一制度的借鉴意义,为完善舟山市廉租房准入与退出机制提供建议意见。本文共分为五章,第一章为绪论,介绍研究背景和意义；第二章介绍廉租房准入与退出机制的相关概念和理论基础；第三章就舟山市廉租房准入与退出机制现状展开分析；第四章研究国内外廉租房准入与退出机制的经验；第五章作为本文的重点,主要针对舟山廉租房准入与退出机制存在的问题提出对策,包括强化政府责任、完善机制和加大公众参与力度等。
[Abstract]:Since the late 1990s, China has formulated a series of policies and measures to promote the construction of indemnificatory apartment, and gradually formed a clear and diversified supply system of affordable housing with low-rent housing, comfortable housing and public rental housing as the main elements. Greatly improved the housing level of urban low-and-middle-income residents. As an important product in the housing security system, low-rent housing refers to the government providing social security housing to families that meet the minimum living security standard of urban residents and housing difficulties by way of rent subsidy or physical rent allocation. Since 2007, the government has continuously increased its investment in the low-rent housing system and construction. Low-rent housing security has become the main policy body to solve the housing problem of low-income families in urban areas, and has been welcomed by the public. However, as the implementation of this policy in our country is not long enough, various departments in various localities have mainly focused their work on expanding the scope of protection. With the gradual advancement of the work, many problems in subsequent management have been gradually exposed. Among them, low-rent housing security entry and exit mechanism is not perfect, especially the public criticism, there is a large number of system construction work to follow up. Therefore, how to bring the families who really need protection into the low-rent housing system, how to establish and perfect the low-rent housing access and exit mechanism, so that the low-rent housing policy to achieve maximum fairness, become an important and urgent task to improve the low-rent housing security system. From the angle of government governance, this paper focuses on the analysis of the operating status of low-rent housing access and exit mechanism in Zhoushan City, and seeks for reference significance to perfect this system, comparing with the implementation experience of low-rent housing access and exit mechanism at home and abroad. In order to improve Zhoushan low-rent housing access and withdrawal mechanism to provide advice. This paper is divided into five chapters, the first chapter is introduction, the second chapter introduces the relevant concepts and theoretical basis of low-rent housing access and exit mechanism, the third chapter analyzes the current situation of low-rent housing access and withdrawal mechanism in Zhoushan. Chapter four studies the experience of access and exit mechanism of low-rent housing at home and abroad. Chapter five is the focus of this paper, mainly aiming at the problems existing in the admission and withdrawal mechanism of low-rent housing in Zhoushan, including strengthening the responsibility of the government. Perfect mechanism and increase public participation.
