增城区工商行政管理部门电子政务建设研究

【摘要】:电子政务是运用计算机、网络和通信等现代信息技术手段,实现政府组织结构和工作流程的优化重组,超越时间、空间和部门分隔的限制,建成一个精简、高效、廉洁、公平的政府运作模式,以便全方位地向社会提供优质、规范、透明、符合国际水准的管理与服务。目前增城行政管理部门的电子政务建设已经有一定规模,但增城行政管理部门现有的电子政务已经远远不能满足民众对工商行政管理部门的职能需求,普遍存在缺乏有效的组织和管理、没有建立全流程政务系统、信息孤岛现象严重等问题。伴随着信息时代的到来,,增城行政管理部门的电子政务建设在探索中。因此加快电子政务建设,以此提高政府审批及办事效率刻不容缓。 近年来增城区发展迅速,在全省67个县(市)经济综合发展力排序和全省镇域经济综合发展力百强中,增城区位居广东县域经济综合发展力第一名,连续11年领跑全省县域经济。增城模式的实质是贯彻落实科学发展观,后发地区奋起直追的典型。为了促进增城区经济的可持续发展和双升级,推动增城区的高水平崛起,增城区行政管理部门必须进一步解放思想,转变观念,力求推进制度创新,为企业创造良好的制度环境和政策环境。因此,搞好电子政务建设对增城区的发展具有必要性和紧迫性。 本文共分五章,第一章阐述电子政务的发展背景和本国现状,说明发展电子政务的意义,研究的内容和研究方法;第二章描述电子政务和电子政务建设的涵义,以及电子政务建设的理论基础,然后论述工商行政管理与电子政务建设的关系;第三章分析增城区工商行政管理部门电子政务建设现状、存在的问题和根源;第四章介绍三个城市北京、上海和深圳关于工商行政管理的电子政务建设的经验借鉴;第五章论述加强增城区工商行政管理部门电子政务建设的对策。 本研究有助于促进增城区工商行政管理部门形成整合型政府管理知识系统,对其电子政务的发展与服务型政府的建设,提高工作效率与服务水平,具有一定的的参考价值。
[Abstract]:E-government is to use modern information technology, such as computer, network and communication, to realize the optimization and reorganization of government organizational structure and work flow, to exceed the limitation of time, space and department separation, and to build a simple, efficient and clean government. Fair mode of government operation in order to provide quality, standard, transparent and international standard management and service to the society. At present, the e-government construction of Zengcheng administrative department has already had a certain scale, but the existing e-government of Zengcheng administrative department is far from meeting the functional needs of the industrial and commercial administrative department. There are many problems, such as lack of effective organization and management, establishment of full process government system and serious phenomenon of information island. With the arrival of the information age, Zengcheng administrative departments in the construction of e-government in exploration. Therefore, it is urgent to speed up the construction of e-government so as to improve the efficiency of government examination and approval. In recent years, Zengcheng District has developed rapidly. Zengcheng District ranks first in the comprehensive economic development of Guangdong county area among the top 100 among the 67 counties (cities) in the province and the top 100 in the province's township economy. Leading the province for 11 consecutive years of county economy. The essence of Zengcheng mode is to carry out the scientific development view and to catch up with the late areas. In order to promote the sustainable development of Zengcheng district economy and promote the rise of Zengcheng district, the administrative department of Zengcheng district must further emancipate the mind, change the concept, and strive to promote the system innovation. To create a good institutional environment and policy environment for enterprises. Therefore, the construction of e-government is necessary and urgent for Zengcheng District. This paper is divided into five chapters. The first chapter describes the development background and current situation of e-government, explains the significance of e-government development, research content and research methods, the second chapter describes the meaning of e-government and e-government construction. And the theoretical basis of E-government construction, and then discusses the relationship between industrial and commercial administration and e-government construction, the third chapter analyzes the status quo, existing problems and root causes of E-government construction in Zengcheng District. The fourth chapter introduces the experiences of three cities, Beijing, Shanghai and Shenzhen on E-government construction of industrial and commercial administration, and the fifth chapter discusses the countermeasures to strengthen the construction of E-government in Zengcheng District. This study is helpful to promote the formation of integrated government management knowledge system in Zengcheng District Industrial and Commercial Administration Department. It has certain reference value for the development of E-government and the construction of service-oriented government and the improvement of work efficiency and service level.
