东胜区统筹城乡发展问题及对策研究

【摘要】：我国经济社会发展已迈入了新阶段,统筹城乡发展成为推动中国经济和社会发展的必然需求。当前三农问题仍然是影响我国建设全面小康社会的关键因素,而城乡二元结构阻碍了我国全面小康社会的进程。所以,要形成工业带动农业发展、城市支持乡村发展的城乡互动格局,就得坚持城乡统筹发展战略,来实现资源在城市和乡村的合理配置、城市和乡村之间能够自由分配生产要素。本文作者长期在基层农口部门工作,对三农问题接触很多,同时结合两年多公共管理专业的学习知识,形成了对城乡统筹的初浅思考和看法。近年来,东胜区统筹城乡经济社会发展,推进土地流转和户籍改革工作,加快农村人口向城镇转移,加强生态环境保护建设,建立和完善了公共服务城乡均等化的体制和机制,统筹城乡发展取得阶段性成果。2013年全区生产总值达到880亿元,同比增长3.5%;城镇居民人均可支配收入达到36800元,增长6%,综合经济实力位居全国市辖区百强第15位,荣获全国十佳新型城镇化建设示范城市等荣誉称号,农村人口转移成效显着,农村常住人口下降到2.8万人,工农业发展,城乡发展逐步平衡。但是还应该看到,在社会保障方面、转移农民就业方面、资源合理利用等方面存在的问题。要使工业带动农业发展,形成城市支持乡村发展的城乡互动格局,实现协调发展,就得宏观把握经济社会发展全局,统筹规划城乡经济。
[Abstract]:China's economic and social development has entered a new stage, the overall development of urban and rural areas has become an inevitable demand to promote China's economic and social development. At present, the problems of agriculture, rural areas and farmers are still the key factors affecting the construction of a well-off society in an all-round way in our country, while the dual structure of urban and rural areas hinders the progress of an overall well-off society in China. Therefore, in order to form an interactive pattern of urban and rural development driven by industry and supported by urban and rural development, we must adhere to the urban-rural overall development strategy to achieve a rational allocation of resources in urban and rural areas. Factors of production can be freely distributed between cities and villages. The author of this paper has been working in the grass-roots department of agriculture for a long time, and has been in contact with many problems concerning agriculture, rural areas and farmers. At the same time, he has formed a preliminary thinking and view on urban and rural planning by combining with the study knowledge of public management major for more than two years. In recent years, Dongsheng District has coordinated the economic and social development of urban and rural areas, promoted the work of land circulation and household registration reform, accelerated the transfer of rural population to cities and towns, strengthened the protection of the ecological environment, and established and improved the system and mechanism of equalization of public services between urban and rural areas. The region's GDP reached 88 billion yuan in 2013, an increase of 3.5 percent over the same period last year. The per capita disposable income of urban residents reached 36800 yuan, an increase of 6 percent. The comprehensive economic strength ranked 15th in the top 100 of the national municipal districts. It has won the honorary title of "Top Ten New Type urbanization Model cities" and so on. The transfer of rural population has achieved remarkable results. The rural permanent population has dropped to 28000 people. The development of industry and agriculture is gradually balanced between urban and rural areas. However, it should be noted that there are some problems in social security, the transfer of farmers' employment and the rational utilization of resources. In order to make industry drive the development of agriculture, form the urban and rural interactive pattern of urban and rural development and realize coordinated development, we must grasp the overall situation of economic and social development and plan the urban and rural economy as a whole.
