我国保障性住房产业化建设策略研究

【摘要】：住房是民生之本，保障性住房是解决中低收入群体住房问题的主要方式。近年来保障性住房建设中不断出现质量不达标、资源浪费严重、建设工期较长等问题，十八大报告中明确提出了把环境保护、节约优先、保护优先、自然发展、低碳发展等作为以后工作重点，为符合十八大精神的要求，解决保障性住房建设中的问题，将住宅产业化建设方式运用到保障性住房建设中成为了解决这一问题的有效方式。本文旨在通过对保障性住房建设和住宅产业化的理论及现状进行深入研究，在研究的基础上，提出我国保障性住房进行产业化建设的发展对策，，为我国今后的保障房产业化建设提出意见和建议。本文从理论研究的角度出发，运用规范研究和比较研究的方法，分析了保障性住房、住宅产业化的相关理论及现状，研究了保障性住房和住宅产业化相结合的必要性和可行性，通过梳理我国目前保障房建设和住宅产业化的发展成就及问题，对我国保障房产业化建设的部分试点省市的发展成就进行总结。通过对国外公共住房产业化建设的两个发达国家——美国和日本的发展状况及特点进行总结，为我国保障房的产业化建设提供国际经验的借鉴。以上研究为提出适合我国保障性住房的住宅产业化建设发展奠定了基础，最终提出适合推进我国保障性住宅产业化建设发展的整体策略。通过研究表明：住宅产业化的建设方式能够有效解决保障性住房建设中存在的问题，同时有利于打破住宅产业化发展一直较为缓慢的现状。本文的创新点在于，提出了保障性住房住宅产业化的整体推进策略，特别是为了能够有效衡量保障性住房住宅产业化推进程度，提出了构建衡量保障性住房产业化建设程度的指标体系的建议和思路，并运用层次分析法确定各指标的权重，得出在衡量保障性住房产业化建设发展程度时，应当注重质量性能、标准化水平、产业化技术装备率等方面的指标。
[Abstract]:Housing is the main way to solve the housing problem of middle - and low - income groups . In recent years , the problems of environmental protection , conservation priority , protection priority , natural development and low - carbon development have been put forward .

From the angle of theoretical research , this paper analyzes the relevant theories and present situation of safeguard housing and residential industrialization by using the methods of normative research and comparative study , and summarizes the development achievements and the feasibility of the combination of safeguard housing and residential industrialization . By combing the development status and characteristics of the two developed countries , USA and Japan , which are suitable for the construction of our country ' s safeguard housing , this paper lays a foundation for the development of the housing industrialization in our country ' s safeguard housing , and finally puts forward the overall strategy suitable for the development of China ' s safeguard housing industrialization construction .

The research shows that the construction of housing industrialization can effectively solve the problems existing in the construction of affordable housing , and it is beneficial to break the current situation of the development of housing industrialization .
