内蒙古托克托县城镇化中环境污染问题研究

【摘要】：县城城镇化的进程是我国城镇化发展的一个重要环节，关系到社会稳定、人民生活水平不断提高的一项重要举措。然而在西部一些县城的城镇化发展程度却低于国家的整体水平，进而呈现出一种发展滞后的现象，并伴随着环境污染问题的出现，这些都阻碍着我国城镇化的快速推进。因此，理清以托克托县为代表的县城城镇化过程中所形成的环境污染问题形成的原因，并以此提出一些有效的建议，有着极为重要的现实意义。因此，本文鉴于以上原因，主要选取了托克托县这个个案，，采取了文献分析法，对其城镇化过程中环境污染问题的现象进行了研究，从而分析了其污染问题产生的原因、危害、及其防治措施，希望对其他西部地区县城的城镇化发展形成借鉴作用。本文首先对城镇化、县城、环境污染等概念进行了界定，在此基础上从城镇化的制度环境入手，对其城镇化道路的选择做了进一步的剖析，提出了工业企业的大力发展成为了造成环境污染问题的主要原因，具体包括了污染物总量的不断增加、带动人民生活水平的提升进而造成了更多的生活垃圾污染物以及汽车尾气等的污染现象的发生，致使以托克托县为代表的西部地区县城城镇化中环境污染问题显著，使其城镇化进程逐渐落后于我国城镇化整体进程。基于上述分析，本文阐述了托克托县环境污染问题的现状及其原因，并根据前文所述的制度环境和行为选择的因素，提出了积极调整产业结构、控制工业入驻、增强环保意识等污染防治措施，从而达到环境改善、城镇化水平提升的目的。
[Abstract]:The process of urbanization in the county town is an important link in the development of urbanization in China, which is related to the social stability and the improvement of the people's living standard. However, the development degree of urbanization in some counties in the west is lower than the overall level of the country, and then presents a phenomenon of lagging development and is accompanied by environmental pollution problems. The emergence of these all hinder the rapid advancement of urbanization in China. Therefore, it is of great significance to make clear the reasons for the formation of the environmental pollution problems formed during the urbanization process of the county town represented by Togtoh County, and to put forward some effective suggestions. Therefore, this paper, in view of the above reasons, mainly selects Togtoh county. In this case, the literature analysis method was adopted to study the environmental pollution problems in the process of urbanization, and the causes, hazards and prevention measures of the pollution problems were analyzed, and it was hoped that the development of the urbanization in other western regions should be used for reference.
This paper first defines the concept of urbanization, county town, environmental pollution and so on. On this basis, starting with the system environment of urbanization, this paper makes a further analysis on the choice of its urbanization road, and puts forward that the major development of industrial enterprises has become the main cause of environmental pollution problems, including the constant amount of the total amount of pollutants. The increase in the living standard of the people leads to more pollution of the living waste and the pollution of automobile exhaust. The problem of environmental pollution in the urbanization of the western region, represented by Togtoh County, has caused the urbanization process to gradually fall to the whole process of urbanization in China. In this paper, the present situation and causes of environmental pollution problems in Togtoh county are expounded. According to the factors of institutional environment and behavior selection mentioned in the previous article, the pollution prevention measures such as the active adjustment of the industrial structure, the control of the industrial entry and the enhancement of the awareness of environmental protection are put forward to achieve the purpose of improving the environment and improving the level of urbanization.
