重庆市协同创新的人力资源支持体系评价与重构

【摘要】:如今是科技快速革新的社会,是一个讲究团队协作、共同创新的时期。目前重庆市乃至全国的协同创新效率都不高,资源分散、重复严重,尤其是人力资源得不到协同。所以,针对目前重庆市协同创新中存在的问题尤其是人力资源对协同创新支持力不足的问题,有必要构建一个适合协同创新运作的人力资源支持体系,充分发挥人力资源的作用,从而能提高协同创新效率。 首先,本文综述了国内外学者对协同创新、人力资源和人力资源支持体系等的研究现状,整理了有关协同、创新、协同创新和人力资源支持体系方面的现有理论;然后运用文字描述法从总的人力资源数量、人力资源服务机构和人力资源制度、政策等三个方面描述了重庆协同创新的人力资源支持体系现状;再运用模糊综合评价法对重庆市协同创新的人力资源支持体系现状进行评价;最后,根据对现状的定性与定量分析的基础上,系统地分析了人力资源支持体系的构成要素,从硬件和软件的角度重新构建了人力资源支持体系框架。通过对重庆市协同创新的人力资源支持体系的研究,不仅可以使重庆市的人力资源得到进一步的开发,增强重庆市的人才竞争力,还可以为政府促进协同创新的发展提供一些参考性建议。 本文以选取的各项评价指标组成的人力资源支持体系为基础,结合问卷调查所得数据,研究结果表明:目前,,重庆市协同创新的人力资源支持体系水平处于中等偏上,大多数指标所反映出来的支持力度均处于中等水平。这说明重庆市协同创新的人力资源支持体系在硬件和软件上都还存在很多的问题,因此有必要进一步完善对重庆市协同创新的人力资源支持体系的建设。
[Abstract]:Now is the science and technology fast innovation society, is pays attention to the team cooperation, the common innovation time. At present, the efficiency of collaborative innovation is not high, resources are scattered, duplication is serious, especially human resources can not be coordinated. Therefore, in view of the problems existing in the collaborative innovation in Chongqing, especially the insufficient support of human resources to collaborative innovation, it is necessary to build a human resource support system suitable for collaborative innovation operation. Give full play to the role of human resources, so as to improve the efficiency of collaborative innovation. First of all, this paper summarizes the research status of collaborative innovation, human resources and human resource support system at home and abroad, and collates the existing theories about coordination, innovation, collaborative innovation and human resource support system. Then it describes the current situation of Chongqing collaborative innovation human resources support system from three aspects: the total number of human resources, human resource service institutions and human resource system, policy, etc. Finally, based on the qualitative and quantitative analysis of the present situation, the paper systematically analyzes the elements of the human resource support system. This paper reconstructs the framework of human resources support system from the point of view of hardware and software. Through the research on the supporting system of human resources in Chongqing, not only can the human resources of Chongqing be further developed, but also the talent competitiveness of Chongqing can be enhanced. It can also provide some reference suggestions for the government to promote the development of collaborative innovation. Based on the human resource support system composed of the selected evaluation indexes and the data obtained from the questionnaire survey, the research results show that: at present, the level of the collaborative innovation human resources support system in Chongqing is at the middle level. Most of the indicators reflected a moderate level of support. This shows that there are still many problems in the hardware and software of the human resource support system of Chongqing collaborative innovation, so it is necessary to further improve the construction of the human resources support system for collaborative innovation in Chongqing.
