公共治理视野下的食品安全公众网络舆论监督研究

【摘要】：食品安全意义重大,不管是从公众自身角度还是上升到国家层面,都始终是被关注的焦点。而一直以来我国食品安全事故都没有得到很好的遏制,人民的身体健康安全时时受到威胁,这也从侧面反映了政府监管力度的有限和市场自身的缺陷。利用公众网络舆论对食品安全进行监督,不仅体现了公共治理的精神,充分利用民众力量,也是充分运用现代科技,顺应时代发展、与时俱进的体现。本文综合运用文献研究、个案研究等方法,以公共治理理论为理论基础,首先界定了食品安全、公众参与、网络舆论监督等多个概念,强调了公众是我国食品安全管理中网络舆论监督的主体；然后结合我国食品安全管理中公众网络舆论监督的发展历程,分析其中取得的成效以及不足,并对原因进行探究,最后分别从舆论监督主体、政府、网络媒体、企业、行业协会等多方面提出了相应的措施和对策,包括“管制”和“引导”并重,充分运用专家、专业机构和行业协会的力量,加强政府自身建设,努力提升舆论监督主体素质,强化网络媒体的“自律”和“他律”等内容。
[Abstract]:Food safety is of great significance, whether from the public's own point of view or to the national level, has always been the focus of attention. However, the food safety accidents in China have not been well contained, and the health and safety of the people are threatened from time to time. This also reflects the limited supervision of the government and the defects of the market itself. The use of public opinion to supervise food safety not only embodies the spirit of public governance, makes full use of public power, but also makes full use of modern science and technology, conforms to the development of the times, and advances with the times. Based on the theory of public governance and literature research and case study, this paper defines several concepts, such as food safety, public participation, network public opinion supervision and so on. This paper emphasizes that the public is the main body of the public opinion supervision in the food safety management of our country, and then analyzes the achievements and shortcomings of the public opinion supervision in the food safety management of our country, and probes into the reasons for the development of the public network public opinion supervision in the food safety management of our country. Finally, it puts forward the corresponding measures and countermeasures from the main body of public opinion supervision, the government, the network media, enterprises, trade associations and so on, including "regulation" and "guidance", and makes full use of the strength of experts, professional organizations and trade associations. Strengthen the government's own construction, improve the quality of the public opinion supervision subject, strengthen the "self-discipline" and "heteronomy" of the network media and so on.
