中国住房:制度缺陷、行为冲动与市场失衡

【摘要】:过去十年,为解决住房市场的问题,中央和地方政府采取诸多调控措施,但收效并不十分显著。本文认为,住房问题难以解决的深刻原因是住房发展机制问题。因为住房制度改革的不匹配,完善住房制度体系的缺失,引致房地产参与主体的冲动,导致房地产市场失衡。在构建住房"制度体系、主体行为和目标绩效"理论框架的基础上,本文分析了中国住房发展失衡的制度、行为与绩效的传导机制,并实证检验了由于制度缺陷导致的行为冲动对市场失衡的影响。最后,本文提出深化城镇住房制度综合配套改革的政策建议。
[Abstract]:In the past decade, the central and local governments have adopted a lot of measures to solve the housing market problems, but the results have not been very significant. This article thinks, the housing problem is difficult to solve the profound reason is the housing development mechanism question. Because of the mismatch of housing system reform, the lack of perfect housing system leads to the impulse of the real estate participants and the imbalance of the real estate market. Based on the theoretical framework of "housing system, subject behavior and target performance", this paper analyzes the system of housing development imbalance in China, the transmission mechanism of behavior and performance. Furthermore, the paper empirically examines the influence of the behavior impulse caused by the institutional defects on the market imbalance. Finally, this paper puts forward the policy suggestions of deepening the comprehensive reform of urban housing system.
