上海新侨人力资源开发利用研究

【摘要】:改革开放以来,随着上海经济的飞速发展、国际地位的抬升,越来越多的新侨回国来沪发展,为上海的现代化建设注入了强大的人才动力。与此同时,上海也为新侨回国来沪发展提供了一系列的优惠政策,鼓励、吸引新侨来沪发展,开发利用新侨人力资源,为上海的发展贡献了力量。但是,在开发利用新侨人力资源的过程中存在一些问题,以致新侨回国来沪以后面临诸多不适应,在一定程度上阻碍了新侨融入国内创业、生活环境,影响了其优势的发挥。因此,研究上海新侨人力资源的开发利用,对于充分挖掘和发挥新侨人力资源所蕴含的巨大优势具有重要的现实意义。 本研究在对国内外有关新侨及其开发利用研究成果的文献梳理上,主要以2013年上海市政府侨办课题《上海市侨务(新侨)资源开发利用研究》的调研数据为基础,结合2011、2006年侨情调查数据,运用描述分析、交叉分析、单因素方差分析以及回归分析方法,分析了上海新侨总体发展情况、新侨人力资源开发利用的过程与结果、新侨人力资源开发利用存在的问题、新侨回国来沪发展的动因,基本回答了上海新侨人力资源开发利用的现状、新侨人力资源与其他人力资源的差异性、新侨在沪创新创业存在的主要诉求、新侨人力资源开发利用的原则和思路,构建了上海新侨人力资源开发利用的模式并提出了开发利用的途径与对策。 研究发现:上海新侨人力资源呈现规模扩大、结构丰富、居住分化、回流规律的现状特征,回国来沪的动因多元化,以致利益诉求多元化;新侨回国来沪以后,未能完全融入本地环境,社会融合程度不高,以致面临着诸多问题,影响了新侨人力资源的进一步开发利用;基于前文对新侨现状特征以及回国来沪动因的分析,新侨人力资源的开发利用,应坚持互利共赢的原则,有区别、分层次的进行梯度开发,注重涵养与开发有机结合。基于以上结论和发现,本文简要阐述了上海新侨人力资源开发利用的途径与对策。
[Abstract]:Since the reform and opening up, with the rapid development of Shanghai's economy and the rise of its international status, more and more new overseas Chinese have returned to Shanghai for development, which has injected a powerful talent force into Shanghai's modernization construction. At the same time, Shanghai has also provided a series of preferential policies for the new overseas Chinese to return to Shanghai to develop, encourage, attract new overseas Chinese to come to Shanghai for development, develop and utilize the human resources of the new overseas Chinese, and contribute to the development of Shanghai. However, there are some problems in the process of exploiting and utilizing the human resources of the new overseas Chinese. As a result, the new overseas Chinese face many unsuitable conditions after returning to Shanghai, which to a certain extent hinder the new overseas Chinese from integrating into the domestic business, living environment and affecting the exertion of their advantages. Therefore, it is of great practical significance to study the exploitation and utilization of the human resources of the new overseas Chinese in Shanghai for fully exploiting and giving full play to the enormous advantages of the human resources of the new overseas Chinese. This study is based on the research data of Shanghai Municipal Government overseas Chinese Affairs (New overseas Chinese) Resource Development and Utilization in 2013, based on the literature review on the new overseas Chinese and their development and utilization at home and abroad, mainly based on the research data of Shanghai Municipal Office for overseas Chinese Affairs (Shanghai Municipal Office for overseas Chinese) in 2013. Based on the data of overseas Chinese investigation in 2011 and 2006, this paper analyzes the overall development of Shanghai New overseas Chinese, the process and results of the development and utilization of human resources in Shanghai by using descriptive analysis, cross-analysis, single factor variance analysis and regression analysis. The problems existing in the development and utilization of the human resources of the new overseas Chinese, the motivation of the new overseas Chinese returning to Shanghai to develop their human resources, the present situation of the development and utilization of the human resources of the new overseas Chinese in Shanghai, and the difference between the human resources of the new overseas Chinese and other human resources are basically answered. The main demands of the new overseas Chinese in Shanghai, the principles and ideas of the development and utilization of the human resources of the new overseas Chinese, the mode of the development and utilization of the human resources of the new overseas Chinese in Shanghai, and the ways and countermeasures for the development and utilization of the human resources of the new overseas Chinese are put forward. It is found that the human resources of the new overseas Chinese in Shanghai are enlarged in scale, rich in structure, differentiated in residence and returned to Shanghai, and the motivation of returning to Shanghai is diversified, and the interests of the new overseas Chinese come back to Shanghai. Not fully integrated into the local environment, the degree of social integration is not high, so that there are many problems, which has affected the further development and utilization of human resources of new overseas Chinese; based on the analysis of the characteristics of the current situation of new overseas Chinese and the reasons for returning to Shanghai, The development and utilization of the human resources of the new overseas Chinese should adhere to the principle of mutual benefit and win-win, have distinction, carry on the gradient development in different levels, pay attention to the organic combination of conservation and development. Based on the above conclusions and findings, this paper briefly expounds the ways and countermeasures of the development and utilization of Shanghai Xinqiao's human resources.
