和谐社会机制下的郑州市公租房与商品房共存模式研究

【摘要】：自上世纪末我国推行市场经济以来，城市城镇化进程加快，住房市场逐渐呈现出多元化的趋势。以保障性住房和商品房为代表的，针对不同人群的住房类型陆续出现在郑州市住房市场上。但是，市场经济体制使得我国住房市场，以经济收益为主要考虑因素，造成了保障性住房的建设与分配出现着居住空间分异、保障住房分配不公和建设管理不规范等问题。这系列问题引发了我们对于不同类型住房如何建设的思考，找到具体的规划依据和方法途径成为一项亟待解决的课题。作为规划者应该认识到，促进社会各收入人群之间的融合与促进不同类型住房共存建设，这两者之间具有互动关系。通过不同住房类型的共存建设，可以促进不同收入人群的混合，进而促进城市的和谐发展。因此，探讨商品房与公租房共存模式，对我国构建和谐社会具有一定得积极意义。本文以郑州市为例，在构建和谐社会的大背景下，基于和谐社会机制相关内容的指导，对郑州市公租房与商品房共存的多层次内容进行系统整合。全文共包括五章内容。首先系统地介绍了研究的背景和意义，明确了研究对象和方法，并对国内的相关理论研究进行综述。其次，回顾了郑州市公租房的发展历程，，并通过对郑州市共存模式建立的多个层面内容分析，得出前一阶段郑州市公租房建设中存在的问题。第三，阐述了和谐社会机制理念的相关内容，并对国内外城市混合社区建设的实践案例进行总结，认为和谐社会机制理念确实能够建立起较为成功的共存建设社区。由此建立起郑州市公租房与商品房共存模式的理论框架。最后，就在上述经验分析与理论构架的基础上，从规划者的角度，结合和谐社会机制的内涵，对郑州市商品房与公租房共存模式的内容进行详细论述。
[Abstract]:Since the end of the last century, since the implementation of the market economy in China, the process of urban urbanization accelerated and the housing market gradually showed a trend of diversification. With the representative of the affordable housing and commercial housing, the housing types for different people appeared in the housing market in Zhengzhou. However, the market economy system made the housing market in China and economic income. The main considerations have caused the problems of the construction and distribution of the affordable housing, the distribution of residential space, the unfairness of the housing distribution and the non standard construction management. This series of problems has caused us to think about how to build different types of housing, and to find specific rules and methods to become an urgent solution. Subject.
As a planner, it should be realized that there is an interactive relationship between promoting the integration of various income groups and promoting the coexistence of different types of housing. Taking Zhengzhou as an example, based on the background of building a harmonious society and based on the guidance of the related content of the harmonious social mechanism, the paper systematically integrates the multi-level content of the coexistence of public rental housing and commercial housing in Zhengzhou. The full text includes five chapters. The domestic related theoretical research is reviewed. Secondly, the development process of Zhengzhou public rental housing is reviewed, and the problems existing in the previous stage of Zhengzhou public rental housing construction are obtained through the analysis of the multi level content of the coexistence model of Zhengzhou city. Third, the relevant content of the concept of harmonious social mechanism is expounded, and the urban and foreign cities are mixed. The practice cases of community construction are summarized, and the concept of harmonious social mechanism is believed to be able to establish a more successful coexistence and construction community. Thus, a theoretical framework for the coexistence of public rental housing and commercial housing in Zhengzhou is established. Finally, on the basis of the above experience analysis and theoretical framework, the harmonious society is combined with the planners' angle. The connotation of the mechanism and the contents of the coexistence mode of commercial housing and public rental housing in Zhengzhou are discussed in detail.
