榆林市城乡一体化研究

【摘要】：城乡关系是人类发展中最基本、最重要的关系之一。城乡关系处理是否得当,直接关系到国家的现代化进程是否顺畅。我国由于计划经济时代推行的城乡分割、差别发展的模式,造成了特殊的城乡二元结构体制的形成,严重制约了国家的发展。为了消除城乡二元的体制和机制,我国进行了积极的探索与实践。十六大提出了统筹城乡发展,建设社会主义新农村的战略任务；十七大提出了建立以工促农,以城带乡的长效机制,形成城乡经济社会发展一体化新格局；十八大报告指出,解决好农业农村农民问题是全党工作重中之重,城乡发展一体化是解决“三农”问题的根本途径。在政策引导下,榆林市结合自身发展实际,出台了关于加快推进城乡一体化的战略部署,积极开展城乡一体化推进工作,因地制宜地形成了多种推进模式,效果显著。当然,在看到成绩的同时,由建设引发的矛盾和问题也不能被忽视。文章第一部分主要阐述了城乡一体化研究的背景和国内外研究现状；第二部分介绍了城乡一体化的理论基础,对其概念和相关理论作了详细阐释；第三部分以榆林市城乡一体化实践为个案,从实践探索、成效、经验等方面对榆林市城乡一体化总体水平进行了评价。第四部分从榆林市城乡一体化进程中存在的问题及问题产生的原因进行了剖析；第五部分,则是对榆林市城乡一体化进程中存在的问题进行了对策探讨,以期切实提高榆林市城乡一体化发展水平。
[Abstract]:Urban-rural relationship is one of the most basic and important relationships in human development. Whether the urban-rural relationship is properly handled is directly related to the smooth progress of the country's modernization. The pattern of urban and rural division and differential development in the planned economy era has resulted in the formation of a special urban-rural dual structure system, which has seriously restricted the development of the country. In order to eliminate the dual system and mechanism of urban and rural areas, China has carried out active exploration and practice. The 16th National Congress of the Communist Party of China put forward the strategic task of coordinating urban and rural development and building a new socialist countryside; the 17th National Congress of the Communist Party of China proposed the establishment of a long-term mechanism of promoting agriculture by industry and using cities and towns as a long-term mechanism to form a new pattern of integration of urban and rural economic and social development; the report of the 18th National Congress pointed out It is the most important task of the whole Party to solve the problem of agriculture and rural farmers, and the integration of urban and rural development is the fundamental way to solve the problem of agriculture, rural areas and farmers. Under the guidance of the policy, Yulin City, in combination with its own development reality, issued a strategic plan to accelerate the integration of urban and rural areas, actively carry out the work of promoting the integration of urban and rural areas, and formed a variety of promotion models according to local conditions, with remarkable results. Of course, while seeing achievements, the contradictions and problems caused by construction should not be ignored. The first part of the article mainly describes the background of urban-rural integration research and domestic and foreign research status, the second part introduces the theoretical basis of urban-rural integration, and gives a detailed explanation of its concept and related theories. The third part takes the practice of Urban-rural Integration in Yulin City as a case to evaluate the overall level of Urban-Rural Integration in Yulin City from the aspects of practical exploration, effect and experience. The fourth part analyzes the problems existing in the process of urban-rural integration in Yulin and the causes of the problems, and the fifth part discusses the countermeasures of the problems in the process of urban-rural integration in Yulin. With a view to improving the Yulin City urban and rural integration development level.
