创新型都市圈发展困境与治理机制研究

【摘要】：创新型都市圈通常有两种典型形成路径:一是创新型城市演化为创新型都市圈;二是一般性都市圈升级为创新型都市圈。当前,创新型城市竞争大于合作的格局,影响了创新型都市圈的演化进程,而合作创新收益及其分配结果不明确所导致的路径依赖和搭便车行为,也延缓了从一般性都市圈向创新型都市圈的升级。针对创新型都市圈面临的发展困境,提出构建都市圈合作创新治理机制。为促成创新型都市圈合作效应大于竞争效应,同时避免机会主义行为,确保创新型都市圈成员获得与其贡献和能力相符的创新收益,各地政府应为合作治理机制的形成提供良好的外部环境,提升创新型都市圈整体创新绩效。
[Abstract]:There are two typical ways to form an innovative metropolitan area: one is the evolution of an innovative city into an innovative metropolitan circle, the other is the upgrading of a general metropolitan area to an innovative metropolitan area. At present, the competition of innovative cities is greater than that of cooperation, which affects the evolution process of innovative metropolitan area, while the path dependence and free-rider behavior caused by the unclear benefits of cooperative innovation and its distribution results are not clear. It also delayed the upgrade from the general metropolitan area to the innovative metropolitan area. In view of the development dilemma of innovative metropolitan area, this paper puts forward the construction of cooperative and innovative governance mechanism of metropolitan area. To enable innovative metropolitan cooperation to outweigh the competitive effect, while avoiding opportunistic behaviour and ensuring that innovative metropolitan members receive innovative benefits commensurate with their contributions and capabilities, Local governments should provide a good external environment for the formation of cooperative governance mechanism and improve the overall innovation performance of innovative metropolitan areas.
