城市基础设施投资效率评价研究

【摘要】:近年来,伴随着我国城镇化水平的高速发展,政府加大城市基础设施的投资力度,城市基础设施对经济社会的发展发挥着不可取代的作用。城市基础设施投资规模与结构的迅速增加,也带来了投资效率不理想、决策失误、资源浪费等不容忽视的现象,所以我国城市基础设施投资存在严重的问题。为此,政府采取一系列的措施来调整投资效率低下的状况。因此,本文在国内外有关评价理论和评价方法的研究成果基础上,分析影响城市基础设施投资效率的因素,构建了效率评价模型,重点探究如何进行城市基础设施投资效率评价。 首先,本文对城市基础设施投资效率的相关理论进行界定与阐述,定性分析“3E”理论、委托代理理论、利益相关者理论、低碳经济理论与可持续发展理论对城市基础设施投资效率的影响。其次,构建SDEA-Malmquist模型来对城市基础设施投资效率评价,具体分析SDEA-Malmquist模型的评价流程和适用性。再次,以黑龙江省为例进行实证研究,一方面,利用SDEA从静态角度分析黑龙江省12个城市在2005年至2012年的S值、综合效率、纯技术效率和规模效率及其变化情况;结果表明,黑龙江省的城市基础设施投资相对有效并具有较好的稳定性,且不同城市基础设施之间的投资效率差异较大。另一方面,采用Malmquist指数从动态的角度计算样本的全要素生产率指数、效率变动指数及其技术进步指数,分析城市基础设施投资效率的跨期演变;结果表明,,黑龙江省整体效率与综合效率值相一致且处于衰退阶段,全要素生产率指数均值处于小幅度的上下波动状态,且不同城市效率差异是由于不同的效率变动指数和技术进步指数导致的。最后,在实证分析的基础上提出提高城市基础设施投资效率的政策建议,从而为政府和有关部门合理进行城市基础设施投资和未来决策提供参考。
[Abstract]:In recent years, with the rapid development of urbanization in China, the government has increased the investment of urban infrastructure, urban infrastructure plays an irreplaceable role in the economic and social development. The rapid increase in the scale and structure of urban infrastructure investment has also brought about some phenomena, such as imperfect investment efficiency, wrong decision making and waste of resources, etc. Therefore, there are serious problems in urban infrastructure investment in China. To this end, the government takes a series of measures to adjust the inefficiency of investment. Therefore, based on the domestic and foreign research results of evaluation theory and evaluation methods, this paper analyzes the factors that affect the efficiency of urban infrastructure investment, and constructs an efficiency evaluation model. Focus on how to evaluate the efficiency of urban infrastructure investment. First of all, this paper defines and expounds the related theories of the efficiency of urban infrastructure investment, and qualitatively analyzes the "3e" theory, the principal-agent theory, the stakeholder theory. The influence of low carbon economy theory and sustainable development theory on the efficiency of urban infrastructure investment. Secondly, SDEA-Malmquist model is constructed to evaluate the efficiency of urban infrastructure investment, and the evaluation process and applicability of SDEA-Malmquist model are analyzed in detail. Thirdly, taking Heilongjiang Province as an example, on the one hand, using SDEA to analyze the S value, comprehensive efficiency, pure technical efficiency and scale efficiency of 12 cities in Heilongjiang Province from 2005 to 2012, the results show that, The urban infrastructure investment in Heilongjiang Province is relatively effective and stable, and the investment efficiency of different cities varies greatly. On the other hand, the index of total factor productivity (TFP), the index of efficiency change and the index of technological progress are calculated from the dynamic point of view of Malmquist index to analyze the intertemporal evolution of urban infrastructure investment efficiency. The overall efficiency of Heilongjiang Province is consistent with the comprehensive efficiency and is in the stage of recession, and the average value of TFP is fluctuating in a small range. And the difference of efficiency between different cities is caused by different index of efficiency change and index of technological progress. Finally, on the basis of empirical analysis, the paper puts forward some policy suggestions to improve the efficiency of urban infrastructure investment, thus providing a reference for the government and relevant departments to make rational investment in urban infrastructure and future decisions.
