基于产城一体化的小城镇产业体系规划研究

【摘要】：多年来我国的发展一直呈现城乡分离的事态。随着经济的快速发展,城乡二元结构越演越烈,城乡差距成为制约我国经济腾飞的一个重大致命点。发展“城乡一体化”可以缩小城乡之间的差距。“城乡一体化”的最高形态是城乡差距完全消失,城市与乡村地区只存在景观、产业及人口密度的差别,而不存在“城市性”的差别,城市与乡村在经济、社会、文化上已成为一个地域综合体。而“城镇化”是推进“城乡一体化”过程的一条途径,使农村先以发展小城镇为契机。但是,“城乡一体化”是一个总概念,它包括政治、经济、文化、教育等诸多方面,涵盖物质文明、政治文明、精神文明和生态文明的全面发展。本文将从“产城一体化”的角度切入,探讨了如何通过小城镇产业的建设来推动小城镇经济的发展,实现“以产业化振兴城市,以城市化助推产业”的目标。 本文研究的对象是基于产城一体化要求的小城镇产业体系规划的方法。研究的目的是方法和实用工具的研究,而非是对理论的研究。本文主要分为五部分： 第一部分为绪论。介绍了课题研究的的背景、目的、思路、方法和框架。并简单介绍了一下案例武汉市黄陂区长轩岭产业体系规划的社会现状。 第二部分理论基础。分别引入产城一体化理论、小城镇理论、产业结构理论。其中以我国小城镇产业结构为重点进行研究分析。 第三部分以定性研究方法研究了小城镇产业规划的依据,主要从小城镇自身的资源条件、消费的焦点趋势和国家的政策引导三方面来分析。并分析了案例武汉市黄陂区长轩岭产业体系规划的依据。 第四部分同样以定性方法研究了小城镇产业规划的原则,主要从小城镇产业体系规划的定制性、小城镇产业体系规划的操作性和小城镇产业体系规划的战略性进行阐述。 第五部分为小城镇产业体系规划的方法研究。本部分是本文的主体部分。从小城镇产业体系的总体定位、小城镇产业体系的层次规划、小城镇产业体系的领域规划、小城镇产业体系的项目规划、小城镇产业体系的组织规划逐一展开。并用案例武汉市黄陂区长轩岭的产业体系规划印证了本文所研究的这种工具的有效性。 第六部分为小城镇产业体系规划的价值。主要包括小城镇产业体系规划的经济价值、小城镇产业体系规划的社会价值和小城镇产业体系规划的文化价值。 第七部分为长轩岭产业体系规划。这一部分主要是对小城镇产业体系规划方法工具的应用。 第八部分为结论。总结全文研究成果,并提出产业体系规划时一个动态的、持续的过程,需要进一步深入。
[Abstract]:Over the years, the development of our country has been showing a state of separation between urban and rural areas. With the rapid development of economy, the urban-rural dual structure is becoming more and more intense, and the gap between urban and rural areas has become a major fatal point restricting the rapid development of our country's economy. The development of "urban and rural integration" can narrow the gap between urban and rural areas. The highest form of "urban-rural integration" is the complete disappearance of the urban-rural gap. There are only differences in landscape, industry and population density between urban and rural areas, but there is no difference in "urbanism". Culture has become a regional complex. Urbanization is a way to promote the process of urban-rural integration, making the rural areas to develop small towns as an opportunity. However, "urban-rural integration" is a general concept, which includes political, economic, cultural, educational and other aspects, including material civilization, political civilization, spiritual civilization and ecological civilization. From the angle of "integration of industry and city", this paper discusses how to promote the economic development of small towns through the construction of industries in small towns, and realize the goal of "revitalizing cities by industrialization and boosting industries by urbanization". The object of this paper is the method of industrial system planning of small towns based on the integration of industry and city. The purpose of this study is to study methods and practical tools, not to study theory. This article is divided into five parts: the first part is the introduction. The background, purpose, train of thought, method and frame of the research are introduced. And briefly introduces the case of Wuhan Huangpi District Changxuan Ling industrial system planning social status. The second part is the theoretical basis. Introduction of integration theory, small town theory, industrial structure theory. Among them, the industrial structure of small towns in China is the focus of research and analysis. The third part studies the basis of small town industrial planning by qualitative research method, mainly from three aspects: the resource condition of small town itself, the focus trend of consumption and the policy guidance of the country. And analyzed the case of Huangpi District Changxuan Ling industrial system planning basis. The fourth part also studies the principles of small town industrial planning by qualitative method, mainly from the customization of small town industrial system planning, the maneuverability of small town industrial system planning and the strategy of small town industrial system planning. The fifth part is the method research of industrial system planning of small town. This part is the main part of this paper. From the overall positioning of the industrial system of small towns, the hierarchical planning of industrial system of small towns, the domain planning of industrial system of small towns, the project planning of industrial system of small towns, the organization planning of industrial system of small towns one by one. The industrial system planning of Changxuan Ling in Huangpi District of Wuhan City proves the effectiveness of this tool. The sixth part is the value of industrial system planning of small towns. It mainly includes the economic value of industrial system planning of small town, the social value of industrial system planning of small town and the cultural value of industrial system planning of small town. The seventh part is the planning of Changxuan Ling industry system. This part is mainly to the small town industrial system planning method tool application. The eighth part is the conclusion. This paper summarizes the research results and puts forward a dynamic and continuous process of industrial system planning, which needs to be further explored.
