郑州市外来务工人员住房问题研究

【摘要】：随着城市化进程的加快，住房保障问题已成为我国面临的重要问题，虽然目前已经建立了相应的保障体系，但还很不完善，尤其对外来务工人员来说，保障体系的建设是相对不足和缓慢的。众所周知，河南省是人口大省，郑州市是外来务工人员的聚集地，数量庞大，他们为郑州市经济的发展做出了巨大贡献，但他们的住房状况却令人担忧。妥善解决他们的住房问题是城市发展历程的必经之路，是维护社会稳定、建设和谐社会的一个重要工作。郑州市为了推进外来务工人员的本地融入，2013年提出建立覆盖外来务工群体的城镇住房保障制度的新政，即取消廉租房和经适房建设，统一改建成公租房，不限户籍和收入。这无疑对于郑州市众多的外来务工人员来说是个巨大的利好消息。但是新政毕竟刚实行，通过对供给模式和现状的实证研究，发现存在不少问题：保障房覆盖率偏低，公租房供需失衡，没有将非工资性收入考虑在内，补贴方式过于单一等。造成外来务工人员住房困难的相关因素不仅有城市化进程过快，城乡矛盾等客观因素，同时也是因为外来务工人员改善住房条件的能力不足，收入较低等主观因素。在借鉴国内外有关解决低收入群体住房的方法中，美国、新加坡、苏州、重庆等地方的实践各具特色，为郑州市解决外来务工人员住房问题提供了许多有益的经验。本文总结了郑州市外来务工人员的住房现状和新政策各个环节贯彻实施的情况，并结合郑州市实情和国内外经验，，提出了具体的政策建议，包括扩大城市住房保障规模，建立一站式综合服务平台，补贴方式多样化，合理统筹城中村改造等措施。
[Abstract]:With the acceleration of urbanization, housing security has become an important problem in China. Although the corresponding security system has been established at present, it is still far from perfect, especially for migrant workers. The construction of the security system is relatively inadequate and slow. As we all know, Henan Province is a large province with a large population, and Zhengzhou City is a gathering place for migrant workers. They have made great contributions to the economic development of Zhengzhou City, but their housing situation is worrying. Properly solving their housing problem is the only way of urban development. It is an important work to maintain social stability and build a harmonious society. In order to promote the local integration of migrant workers, Zhengzhou in 2013 proposed the establishment of a new housing security system covering migrant workers, that is, the cancellation of low-rent housing and comfortable housing construction, the unified transformation into public rental housing, without restrictions on household registration and income. This is undoubtedly a huge positive news for many migrant workers in Zhengzhou. But after all, the New deal has just been implemented, through the empirical research on the supply mode and current situation, we find that there are many problems: indemnificatory apartment coverage is low, the supply and demand of public housing is out of balance, the non-wage income is not taken into account, and the subsidy is too single and so on. The factors related to the housing difficulties of migrant workers are not only the process of urbanization, the contradiction between urban and rural areas, but also the subjective factors, such as insufficient ability of migrant workers to improve their housing conditions and low income. In reference to the methods of solving low-income housing at home and abroad, the practice of America, Singapore, Suzhou and Chongqing has its own characteristics, which provides many useful experiences for Zhengzhou City to solve the housing problem of migrant workers. This paper summarizes the housing status of migrant workers in Zhengzhou and the implementation of the new policy, and puts forward specific policy suggestions, including expanding the scale of urban housing security, combined with the actual situation of Zhengzhou and experience at home and abroad. Establish a one-stop comprehensive service platform, subsidies diversification, reasonable coordination of urban village transformation and other measures.
