西部地区新型城镇化进程评价及质量提升

【摘要】：自1999年国家提出西部大开发战略以来，实施西部大开发已历15个年头，，从表面看西部地区整体的经济发展水平、基础设施水平和人民生活水平都得到了显著提高，城镇化水平较之前也迈上了新的台阶；在国家提出新型城镇化发展战略之际，本文作者应用新型城镇化的发展要求对西部地区城镇化发展现状进行测评，计算得出西部地区新型城镇化质量水平并对其进行分析与评价。 本论文采用定性分析与定量研究相结合的方法对论文主题进行研究。首先运用定性分析方法对西部地区城镇化进程推进现状作出概述，就人口城镇化水平、城镇基础设施建设情况、城镇综合承载力和城乡居民生活水平4个方面与中东部地区进行对比分析，认为西部地区总体城镇化水平与中东部地区存在差距。 在相关城镇化质量文献研究的基础上，依据新型城镇化质量的内涵构建出西部地区新型城镇化质量评价指标体系，搜集西部12个地区、24项变量指标的原始数据，应用SPSS统计软件和主成分分析模型计算得出西部各地区的各主成分质量得分和综合质量得分，对各得分值排序并依据新型城镇化质量等级评价标准划定各地区的新型城镇化质量等级水平，绘制出西部地区新型城镇化质量水平等级空间分布图，对各地区的质量水平进行分析得出西部地区新型城镇化质量在区际间发展非常不均衡，存在巨大区际差异，因此进一步逐项分析得出产生区际差异的原因；依据新型城镇化质量水平差异分析的原因，在新型城镇化进程推进的大背景下，有针对性的给出提升西部地区城镇化质量水平的发展对策。
[Abstract]:Since the state put forward the strategy of developing the western region in 1999, it has been 15 years since the implementation of the large-scale development of the western region. On the surface, the level of economic development, the level of infrastructure and the standard of living of the people in the western region as a whole have been significantly improved. The level of urbanization has also advanced to a new level; When the country puts forward the new urbanization development strategy, the author applies the new urbanization development request to the western region urbanization development present situation to carry on the appraisal. The quality level of new urbanization in western China is calculated and analyzed and evaluated. In this paper, qualitative analysis and quantitative analysis are used to study the theme of the thesis. First of all, the qualitative analysis method is used to summarize the current situation of the urbanization process in the western region, and the level of population urbanization and the construction of urban infrastructure. The comprehensive carrying capacity of cities and towns and the living standards of urban and rural residents are compared with those of the central and eastern regions, and it is concluded that there is a gap between the overall urbanization level in the western region and the central and eastern regions. On the basis of the research on the quality of urbanization, based on the connotation of the new urbanization quality, the evaluation index system of the new urbanization quality in the western region is constructed, and the original data of 24 variable indexes in 12 western regions are collected. By using SPSS software and principal component analysis model, the principal component quality score and comprehensive quality score of each region in western China were calculated. According to the new urbanization quality grade evaluation standard, the new urbanization quality grade level of each region is determined, and the spatial distribution map of the new urbanization quality level grade in the western region is drawn. By analyzing the quality level of each region, it is found that the development of the new urbanization quality in the western region is very uneven among different regions, and there are huge inter-regional differences, so the reasons for the inter-regional differences are obtained by further analysis. Based on the analysis of the reasons for the difference of the quality level of the new type of urbanization, under the background of the advancement of the new type of urbanization, the development countermeasures of improving the quality of urbanization in the western region are put forward.
