食品安全中的政府责任研究

【摘要】:食品是人民群众日常生活中不可缺少的部分,食品安全与人民的切身利益息息相关,保障食品安全是政府不可推卸的责任。近十年,我国发生了一些影响力很大的食品安全事件,舌尖上的安全已经成为了人民群众最为关心的问题,同时也成为了人民群众最为担心的一件事情。这一方面体现了我国人民公民意识的提升,另一方面也反映了人民群众对于我国食品安全环境的担忧。从众多的事故中我们可以看出,今天的食品安全问题已经超出了传统食品安全规定的范畴,已经延伸到了整个食物链的各个环节,并且有越来越多的新的、复杂的问题不断出现,挑战着我国对于食品安全的治理。而如今社会快速发展,科技日新月异,如何在尊重社会主义市场经济的主体地位和食品安全自身的发展规律的情况下,通过吸收先进的治理理念和治理措施,把食品从生产到销售的整个食品链完全纳入科学的管理中来,考验着我国各个食品安全参与主体的智慧。这不仅需要有扎实的理论研究、政府的有效规制、完善及有效的法律法规,还需要政府把行业组织和消费者的自治和监督功能有效的开发出来。 本文试图通过对政府在食品安全中的责任进行研究,来分析政府在食品安全中责任失范和缺失的问题,探索我国政府如何通过采取有效的措施来解决其在食品安全中的责任失范和缺失现象,以满足我国人民对食品安全的需求。本文主要有七个方面的内容,第一部分为引言,主要介绍食品安全国内外的研究现状;第二部分为概念界定和理论基础简介,为本文的写作理论基础;第三部分为中国食品安全的现状,对我国食品行业的总体发展,我国的食品安全现状和我国食品安全的一些特点进行总结和分析;第四部分是对政府在食品安全中的责任失范和缺失现象进行研究,以期待发现问题;第五部分为在食品安全中我国政府责任失范和缺失的原因分析,第六部分为完善我国政府履行其责任的对策,它以第四、五部分为基础,是在对第四、五部分进行分析的基础上对它提出合理的解决思路和建议;最后是结语,通过前面的分析我们可以看出,要想从根本上解决政府在食品安全中责任失范和缺失的问题,国家必须对我国的食品安全管理进行一个全面总体的规划,不断的完善和健全各种政策制度,形成一个以社会主义市场经济信用体系和食品安全法律体系为基础的,以政府有效监管和食品行业组织的自律及民众的广泛参与为支柱的食品安全保障体系。
[Abstract]:Food is an indispensable part of people's daily life. Food safety is closely related to the vital interests of the people. It is the government's unshirkable responsibility to ensure food safety. In the past ten years, some influential food safety incidents have occurred in our country. The safety on the tip of the tongue has become the most concerned issue of the people, and it has also become the most worried thing of the people. On the one hand, it reflects the people's civic awareness, on the other hand, it also reflects the people's concern about our food safety environment. From the numerous accidents, we can see that today's food safety problems have gone beyond the scope of traditional food safety regulations, have extended to all parts of the food chain, and there are more and more new ones. The complex problem appears unceasingly, challenges our country to the food safety management. With the rapid development of society and the rapid development of science and technology, how to absorb advanced governance concepts and measures while respecting the dominant position of the socialist market economy and the development law of food safety itself, The whole food chain from production to sale is brought into the scientific management, which tests the wisdom of each food safety participant in our country. This not only needs solid theoretical research, government effective regulation, perfect and effective laws and regulations, but also needs the government to effectively develop the self-governance and supervision function of industry organizations and consumers. This paper attempts to analyze the problem of the government's responsibility in food safety by studying the responsibility of the government in food safety. This paper explores how our government can take effective measures to solve the problem of loss of responsibility in food safety in order to meet the needs of Chinese people for food safety. The first part is the introduction, which mainly introduces the current situation of food safety research at home and abroad, the second part is the definition of concept and the introduction of theoretical basis, which is the theoretical basis of this paper. The third part is the current situation of China's food safety, the overall development of China's food industry, the current situation of China's food safety and some characteristics of China's food safety are summarized and analyzed. The fourth part is to study the responsibility of the government in food safety and lack of standard phenomenon, in order to look forward to finding problems; The fifth part is the analysis of the reasons why the government responsibility of our country is out of order in the food safety. The sixth part is to perfect the countermeasures of our government to fulfill its responsibility. It is based on the fourth and fifth parts, and it is the fourth part. On the basis of the analysis of the five parts, the author puts forward some reasonable solutions and suggestions. Finally, the conclusion. We can see from the previous analysis that in order to fundamentally solve the problem of the government's loss of responsibility and lack of responsibility in food safety, the state must carry out a comprehensive overall plan for the management of food safety in our country. Constantly perfecting and perfecting various policy systems, forming a socialist market economy credit system and a food safety legal system as the basis, A food safety system supported by effective government regulation and self-regulation of food industry organizations and broad participation of the public.
