项目后评价理论与案例分析

【摘要】：项目后评价的相关工作应该从项目决策的时候开始,由最初的现场调查和收集资料,到项目投资建设完成直到投入运营,都应以独立、科学、公正、客观作为基本原则,参照《项目可行性研究报告》与《项目自我总结评价报告》以及审批文件,调查研究和系统全面回顾项目的实施过程、结果及其影响。对比分析项目建成以后实现的实际效果与项目决策时确定的目标、经济、技术、环境、社会指标之间的差距和原因,根据反馈的信息和经验教训,从中得到启示,提出相应对策和建议,为新一轮的投资管理和项目决策提供理论依据和实践基础,从而不断提高投资决策水平和投资效益。 国际上已将项目后评价作为有效投资的重要手段,大量的工程实践也证明,只有做好项目后评价才能保证在项目运营过程中及时发现问题,为以后的投资决策提供科学依据。而我国还处在起步阶段,项目后评价还没有得到充分重视,国家相关政策也不够完善。水平相对落后。对后评价概念的定义也存在一定的问题。《中央企业固定资产投资项目后评价工作指南》中,项目后评价被定义为一种静态评价,起始时间也仅仅局限于项目建设周期中运营阶段。实际上,项目后评价应该是一种动态评价。从项目决策完成后就应该开始,而不是项目完成后再进行。 另一方面,我国现阶段后评价专业人员的缺失,制度的不规范和研究方法的落后等客观原因也同样制约着我国后评价工作的日常发展。 想要提高我国的项目后评价水平,一是需要企业高层的支持和参与；二是要培养专业的项目后评价工作人员；三是要建立一个全企业范围内的信息平台。 本文的研究目的和思路是建立在回顾国内外项目后评价发展的现状和特点的基础上。通过对项目后评价的定义、基本内容和基础理论详细的阐述和思考,指出我国投资项目后评价目前阶段存在的问题,总结了后评价的方法。在理论分析的基础上根据收集的资料和实地调研情况,对HYT项目进行后评价分析。
[Abstract]:The relevant work of post-project evaluation should begin at the time of project decision-making, from initial on-site investigation and data collection, to the completion of project investment and construction until it is put into operation, should be based on the basic principles of independence, science, impartiality and objectivity. With reference to the Project Feasibility study report, the Project Self-Summary Evaluation report and the approval documents, the project implementation process, results and impact are reviewed systematically and comprehensively. Comparing and analyzing the gap and reasons between the actual effect of the project and the target, economy, technology, environment and social indicators, and drawing inspiration from the feedback information and lessons learned. The corresponding countermeasures and suggestions are put forward to provide the theoretical basis and practical basis for the new round of investment management and project decision, so as to continuously improve the level of investment decision and investment benefit. In the world, the post-project evaluation has been regarded as an important means of effective investment, and a large number of engineering practices have proved that only a good project post-evaluation can ensure the timely discovery of problems in the course of project operation, and provide a scientific basis for future investment decisions. But our country is still in the initial stage, the post-project evaluation has not been paid enough attention to, and the relevant national policies are not perfect. The level is relatively backward. There are also some problems in the definition of the concept of post-evaluation. In the Guide to Post-evaluation of fixed assets Investment projects of Central Enterprises, the post-project evaluation is defined as a static evaluation. The starting time is also limited to the operational phase of the project construction cycle. In fact, post-project evaluation should be a dynamic evaluation. Start after the project decision is complete, not after the project is completed. On the other hand, the lack of post-evaluation professionals, the non-standard system and the backwardness of research methods also restrict the daily development of post-evaluation in China. In order to improve the level of post-project evaluation in our country, we need the support and participation of the senior level of enterprises, the training of professional post-evaluation staff, and the establishment of an enterprise wide information platform. The purpose and thought of this paper are based on reviewing the present situation and characteristics of the development of project post-evaluation at home and abroad. Based on the definition, basic content and basic theory of project post-evaluation, this paper points out the problems existing in the present stage of post-evaluation of investment projects in China, and summarizes the methods of post-evaluation. On the basis of theoretical analysis, the post-evaluation analysis of HYT project is carried out according to the collected data and field investigation.
