保障房流转影响因素及对策研究

【摘要】:为满足中低收入家庭的住房需求我国实施了“商品归商品,保障归保障”的双轨制住房制度。由于我国保障房建设起步晚,住房制度尚不完善,保障房建设遇到困难,如供给过分依赖于保障房新建、保障房选址不合理、质量不达标,形成无效供给、建设资金与运营资金短缺问题。这些问题可通过住房流转得到解决。本研究将以住房流转因素为视角促进住房流转进而为这些问题的解决提出建议。 本文主要采用案例分析法和比较归纳法,依据美国、荷兰商品房市场过滤的实践提出影响住房过滤的五大关键,即当前住房特征、家庭收入、家庭生命周期、家庭成员结构和住房消费行为。住房过滤在地理空间上表现为家庭居住向郊区扩散。按照政府力量介入住房体系程度本文以美国、新加坡、香港为例,探讨不同国家为实现保障房流转所把握关键因素的区别,研究发现以市场力量为主的美国通过家庭收入因素,实现存量房由商品房体系向保障房体系流转;以政府力量为主的新加坡着重考虑住房特征、家庭生命周、家庭成员结构因素,以组屋第二市场实现住房流转,政府力量和市场力量相对均衡的香港则以住房特征将住房市场划分为三个供给层次以家庭收入限制和居屋第二市场实现公屋流转。在地里空间分布上,美国保障房和新加坡组屋都明显呈现向郊区过滤现象,但香港并不明显。 本研究一方面进一步充实住房过滤理论完善住房流转影响因素,为我国住房保障政策提供理论基础,另一方面在实践中建议我国住房特征形成梯度供给、成立调研小组定期调查被保障家庭结构与生命周期、对家庭收入因素可采用的两种应用及长远来看减少住房政策对购房转售政策的限制。由于研究数据限制,本文只提出影响住房流转的因素,各因素按重要性的排序及对住房流转的影响力度尚须进一步论证。
[Abstract]:In order to meet the housing needs of middle and low income families, China has implemented a two-track housing system, which is "goods for commodities, security for security". Due to the late start of indemnificatory apartment's construction and the imperfect housing system in our country, the construction of indemnificatory apartment has encountered difficulties, such as excessive reliance on the new construction of indemnificatory apartment, unreasonable location and poor quality, which has resulted in an ineffective supply. Shortage of construction and operating funds. These problems can be solved through housing circulation. This study will promote housing circulation from the perspective of housing transfer factors, and then give some suggestions to solve these problems. Based on the practice of filtering the commercial housing market in the United States and the Netherlands, this paper mainly uses case analysis and comparative induction to put forward five key factors that affect housing filtering, namely, current housing characteristics, family income, family life cycle, and so on. Family member structure and housing consumption behavior. Housing filtering in the geographical space for the spread of family to the suburbs. According to the degree of government intervention in housing system this paper takes the United States, Singapore and Hong Kong as an example to explore the differences of key factors held by different countries in order to realize indemnificatory apartment's circulation. The study finds that the United States, which is dominated by market forces, passes through family income factors. To realize the circulation of stock housing from commercial housing system to indemnificatory apartment system; Singapore, which is dominated by government forces, focuses on housing characteristics, family life week, family members' structure, and the realization of housing circulation in the secondary housing market. Hong Kong, where government power and market power are relatively balanced, divides the housing market into three levels of supply according to housing characteristics. Public housing flows are realized by household income constraints and the secondary market of HOS flats. In the spatial distribution of the field, indemnificatory apartment and Singapore house are obviously filtered into the suburbs, but Hong Kong is not obvious. On the one hand, this study further enriches the housing filtering theory to perfect the influencing factors of housing circulation, and provides the theoretical basis for the housing security policy of our country. On the other hand, it suggests that the housing characteristics of our country form a gradient supply in practice. A research group was set up to investigate the two kinds of application of family structure and life cycle, and to reduce the restriction of house purchase and resale policy in the long run. Because of the limitation of the research data, this paper only puts forward the factors that affect the housing circulation, and the order of the factors according to the importance and the influence on the housing circulation still need to be further demonstrated.
