国内食品安全管理体系标准与GFSI认可条件的差异研究

【摘要】:食品是人类生存和发展的第一需求,食品安全牵涉每个人的利益,也关系到国计民生和社会和谐与稳定。食品业涉及农业、加工业、分销业、餐饮业、食品相关产品制造业、食品相关服务业等行业,而且产品品项繁多,工艺繁杂,食品安全危害又可以在食品链中传递,这些特点决定了食品安全管理具有极高的难度。随着科学技术的发展和市场经济的繁荣,花样繁多的食品安全风险层出不穷,如转基因、辐照等新技术的应用,新型添加物的违规使用,新型过敏源的出现,人为的蓄意破坏,这些都给食品安全管理带来新的挑战。以往对食品安全相关标准的研究多集中在产品标准,而对管理标准的研究较少。不管从国际还是国内来看,食品安全管理体系标准都是指导企业建立以预防为主的食品安全体系的最重要的导则性文件,同时也是合格评定领域推行体系认证,减少贸易成本的重要准则。当前国际贸易的发展日趋成熟,对于食品的贸易,各国都采取了极为谨慎的态度,不同国家和地区除了规定各类食品的产品要求外,都提出了各自的食品安全管理要求,要求食品链中的各方通过应用管理体系,在过程中消除或降低食品安全危害到可接受水平。我国也建立了自己的食品安全管理体系标准,然而实践中发现,国内的标准很难得到国外客户的承认。所以,对国际先进组织的标准进行研究、比对,找出我国食品安全管理体系标准与其之间的差距,进而为寻求国际互认提供参考,成为了一项迫切的任务。本文主要通过基准比较的方法研究了国内典型食品安全管理体系标准与全球食品安全倡议(GFSI)指导文件要求的差异,并针对差异提出相应的建议。文章主体分为两部分:第一部分介绍了我国食品安全管理体系标准的现状,对目前存在的各类食品安全管理标准进行的汇总分析,摸清了现状。第二部分首先介绍了目前已经通过GFSI认可的两个典型食品安全方案的概况,其次便是本文的核心内容,对GFSI指导文件进行分析,与我国现行的两个典型食品安全方案(标准)进行基准比较,逐一分析了各项要求的差异,最终分别找出12项和13项存在缺失的内容,并给出改进的建议。
[Abstract]:Food is the first need for human survival and development. Food safety involves the interests of everyone, as well as the national economy and people's livelihood and social harmony and stability. The food industry involves agriculture, processing industry, distribution industry, catering industry, food related products manufacturing industry, food related service industry, and so on. Moreover, the products are numerous and complicated, and food safety hazards can be transmitted in the food chain. These characteristics determine that food safety management is extremely difficult. With the development of science and technology and the prosperity of the market economy, various food safety risks emerge in endlessly, such as the application of new technologies such as transgenic, irradiation and other new technologies, the illegal use of new additives, the emergence of new allergens, and man-made vandalism. All these bring new challenges to food safety management. Previous studies on food safety standards focused on product standards, but less on management standards. Both internationally and domestically, the food safety management system standards are the most important guiding documents for enterprises to establish a food safety system based on prevention, and it is also the implementation of system certification in the field of conformity assessment. Important guidelines for reducing trade costs. At present, the development of international trade is becoming more and more mature. All countries have taken a very cautious attitude towards food trade. In addition to stipulating the product requirements of various kinds of food, different countries and regions have put forward their own requirements for food safety management. The parties in the food chain are required to eliminate or reduce food safety hazards to an acceptable level by applying the management system. China has also established its own standards for food safety management system. However, it is found in practice that the domestic standards are difficult to be recognized by foreign customers. Therefore, it is an urgent task to study and compare the standards of international advanced organizations, to find out the gap between the standards of food safety management system of our country and their standards, and to provide reference for seeking international mutual recognition. In this paper, the difference between the standard of typical food safety management system and the requirement of (GFSI) guidance document of the Global Food Safety Initiative is studied by the method of benchmark comparison, and the corresponding suggestions are put forward for the difference. The main body of the article is divided into two parts: the first part introduces the current situation of food safety management system standards in China, summarizes and analyzes all kinds of existing food safety management standards, and finds out the present situation. The second part firstly introduces two typical food safety programs that have been approved by GFSI at present. Secondly, the core content of this paper is analyzed, and the GFSI guidance document is analyzed. Comparing with the current two typical food safety schemes (standards) in China, the differences of each requirement are analyzed one by one. Finally, 12 items and 13 items of missing contents are found out, and suggestions for improvement are given.
