A市城市管理综合执法人力资源管理改进策略研究
[Abstract]:This paper mainly applies the theory of human resource management, through discussing the human resource management of the city management comprehensive law enforcement team under the angle of the government human resource management, combining with the socialist market economy. Introduction of human resources management experience and reform. This paper puts forward some ways to improve the quality of comprehensive law enforcement personnel in urban management from many ways and aspects. These pathways coordinate with each other to form an organic whole. In the context of violent law enforcement and low administrative efficiency, it is extremely important for government departments to establish a harmonious relationship between the "officials and the people" and to establish an efficient human resources management system. This article combs the domestic and foreign literature, and combines the system theory and the human resources theory in the recruitment selection, the training development, the examination and so on related theoretical knowledge, Suggestions and suggestions on how to improve the quality of urban management comprehensive law enforcement team are put forward. In this paper, taking A city as an example, combining with the present situation of the comprehensive law enforcement team of city management in A city, this paper analyzes the three core modules based on human resource management-personnel recruitment and selection. This paper analyzes the problems of comprehensive law enforcement personnel of city management in A city from three aspects of training and examination. First of all, from a theoretical point of view, personnel recruitment and selection is the first measure to control the quality of talents, and the selection of high-quality talents lays the foundation for the high efficiency of training and motivation. Training is the key measure to improve the quality of the personnel and strengthen the law enforcement standard of the law enforcement team, and the examination incentive is a powerful measure to ensure reasonable law enforcement, civilized law enforcement and human nature law enforcement, and it is a classic means to improve the management efficiency. The three modules together constitute a systematic analysis path. Secondly, through the introduction of the existing situation summary of the problem. Finally, based on the systematic analysis path, the solution of the system is put forward. Try to solve the problem of uneven quality of law enforcement team under urban management. This paper mainly uses the systematic analysis method, the literature aggregation method and the case analysis method. In view of the systematic and holistic characteristics of human resource management, we not only attach importance to the high efficiency and individuation of a single improvement strategy, but also attach importance to the coordination of all the improvement strategies of the whole human resource. To sum up, this paper uses the relevant theories of the whole human resource management process, combining the current hot issues related to people's livelihood, connecting theory with practice, trying to sum up the relevant and practical solutions to improve the quality of the law enforcement team. To safeguard the legitimate rights and interests of the residents and improve their living facilities.
