城市公用事业公司发展战略研究

【摘要】：公用事业是现代城市的重要组成部分,公用事业配套设施对现代化城市的良好运转起到了重要的保障作用。自1978年改革开放以来,我国的经济建设取得了巨大成就,随之而来的是中国城镇化发展,这个进程到目前为止,只是一个开始还远远没有结束。党的十八大以来,我国进一步深化改革开放,国家陆续出台了一些政策,要加快城市基础设施建设,以改善我国人民生存和生活环境,这是我国的基本国策,体现了执政为民的理念。由于各地经济发展水平不同,人口构成不同,区域文化不同,执政水平参次不齐,城市公用事业配套的发展水平也不相同。有的适应发展需要,促进了地区发展,有些则问题暴露越来越多,对当地的发展形成了制约。本文通过研究国内外公用事业发展状况,结合我国的政策环境,借鉴先进地区经验,分析公用事业发展趋势,为城市公用事业公司实现可持续发展制定对策。最后以某一新兴区域公用事业公司为例,应用内部、外部环境分析、企业资源情况调查、SWOT分析等企业战略分析工具进行实证研究,为企业制定发展战略。通过这一课题研究,希望帮助公用事业类公司进行战略定位,明确未来的发展方向和企业经营发展应该采取的战略,从而帮助企业摆脱发展中的困扰,走上迅速发展的快车道,更好的服务当地区域的发展。同时也希望对处于同样发展阶段、面临相似问题的同类企业提供借鉴。
[Abstract]:Public utility is an important part of modern city. The supporting facilities of public utility play an important role in ensuring the good operation of modern city. Since the reform and opening-up in 1978, China's economic construction has made great achievements, followed by the development of China's urbanization, this process, so far, is only a beginning is still far from the end. Since the 18th CPC National Congress, China has further deepened its reform and opening up, and the state has successively issued some policies to speed up the construction of urban infrastructure in order to improve the living and living environment of our people, which is our basic national policy. Reflects the idea of ruling for the people. Because of the different level of economic development, different population composition, different regional culture, different administrative level, the development level of urban public utilities is also different. Some adapt to the needs of development, promote regional development, and some problems are exposed more and more, which restricts the local development. By studying the development of public utilities at home and abroad, combining with the policy environment of our country and drawing lessons from the experience of advanced regions, this paper analyzes the development trend of public utilities, and formulates countermeasures for the sustainable development of urban public utilities companies. Finally, taking a new regional public utility company as an example, using the analysis of internal and external environment, enterprise resource survey, SWOT analysis and other enterprise strategic analysis tools to carry on the empirical research, to formulate the development strategy for the enterprise. Through the research of this subject, I hope to help the public utility companies to carry on the strategic orientation, to clarify the future development direction and the strategy that should be adopted in the management and development of the enterprise, so as to help the enterprise to get rid of the troubles in the development and get on the fast track of rapid development. Better serve the development of local areas. At the same time, it also hopes to provide reference for similar enterprises which are in the same development stage and face similar problems.
