广东省渔业人力资源开发研究

【摘要】:近年来,广东省渔业经济迅猛增长,渔业经济总量一直保持着全国领先的状态。渔业经济在全省的经济发展和社会发展大局中的地位日益突出。但同时也伴随着众多发展隐患,这些问题造成实现渔业经济可持续发展的难度愈来愈大,迫使着有关政府部门及专家学者以全新的角度和视野去审视、创新渔业经济开发模式。渔业经济在其转型升级的过程中需要一定的支撑条件和社会配套措施。打造一支新型、高素质、高技能的渔业人力资源队伍,是保障渔业经济又好又快转型的关键因素。 本文通过梳理和分析人力资源开发的相关概念和理论,结合广东省渔业人力资源的自身特点,通过借鉴国内外典型渔业人力资源开发的成功案例,对广东省渔业人力资源开发路径提出切实可行的对策建议,以期为广东乃至全国渔业经济的发展做出应有的贡献。 第一部分为引言,主要论述了广东省渔业人力资源开发研究的背景、研究意义。结合国内外对渔业人力资源开发的最新研究成果,提出了本文的研究主要内容、研究方法与技术路线。 第二部分为理论研究,研究了广东省渔业人力资源开发的相关理论。阐述了人力资本理论、人力资源开发理论,以及在此基础上对渔业人力资源及人力资源开发的内涵、特点和发展过程进行了详细的分析。 第三部分章为现状分析,该部分从广东省人口状况、广东省人力资源构成状况以及目前广东省渔业人力资源使用现状和开发成效进行了详细分析。 第四部分为问题分析。在对广东省渔业人力资源使用及开发现状进行分析的基础上得出其开发过程中存在的问题有:渔业人力资源素质偏低、渔业人力资源市场不完善、渔业人力资源开发资金不足、缺乏系统的渔业人力资源开发规划、渔业人力资源相对过剩、渔业人力资源社会保障水平低下。 第五部分为经验借鉴。通过对美国、日本和国内山东、广西等渔业人力资源开发的先进经验和措施进行分析研究,,并得出有益于广东省渔业人力资源开发的先进经验借鉴。 第六部分为政策建议。本部分详细提出了广东省渔业人力资源开发的对策建议:建立和完善各类学历有效对接的教育体系、加大对渔业人力资源的培训力度、建设区内外、城乡对接的渔业人力资源市场体系、建立渔业人力资源资源开发的多元化投资体系、进一步拓展渔业人力资源就业渠道、建立和健全渔业人力资源基本保障体系。 第七部分为结论。
[Abstract]:In recent years, the fishery economy of Guangdong Province has been growing rapidly, and the total fishery economy has maintained the leading state all the time. Fishery economy plays an increasingly prominent role in the overall situation of economic development and social development in the province. But at the same time, along with many hidden troubles, these problems make it more and more difficult to realize the sustainable development of fishery economy, which forces the relevant government departments and experts and scholars to examine and innovate the development mode of fishery economy from a new angle and vision. The fishery economy needs certain supporting conditions and social supporting measures in the process of its transformation and upgrading. Building a new, high-quality, high-skilled fishery human resource team is the key factor to ensure a good and rapid transition of fishery economy. Through combing and analyzing the related concepts and theories of human resources development, combining with the characteristics of fishery human resources in Guangdong Province, this paper draws lessons from the successful cases of the development of typical fishery human resources at home and abroad. In order to make due contribution to the development of fishery economy in Guangdong Province, this paper puts forward some feasible countermeasures and suggestions for the development of fishery human resources in Guangdong Province. The first part is the introduction, which mainly discusses the background and significance of the development of fishery human resources in Guangdong Province. Combined with the latest research results of fishery human resources development at home and abroad, this paper puts forward the main contents, research methods and technical route of this paper. The second part is a theoretical study on the theory of fishery human resources development in Guangdong Province. This paper expounds the theory of human capital, the theory of human resource development, and the connotation, characteristics and development process of fishery human resource and human resource development on the basis of the theory of human capital and the theory of human resource development. The third part is the analysis of the present situation. This part makes a detailed analysis from the population status of Guangdong Province, the composition of human resources in Guangdong Province, the current situation of the use and development of fishery human resources in Guangdong Province. The fourth part is the problem analysis. Based on the analysis of the current situation of the utilization and development of fishery human resources in Guangdong Province, the problems in the development process are as follows: the quality of fishery human resources is on the low side, the market of fishery human resources is not perfect, and the development funds of fishery human resources are insufficient. Lack of systematic fishery human resources development planning, fishery human resources relative surplus, fisheries human resources social security level is low. The fifth part is a reference to experience. The advanced experience and measures of fishery human resource development in USA, Japan, Shandong and Guangxi are analyzed and studied, and the advanced experience of fishery human resource development in Guangdong Province is obtained. The sixth part is policy recommendations. In this part, the countermeasures and suggestions for the development of fishery human resources in Guangdong Province are put forward in detail: to establish and perfect the education system of all kinds of academic qualifications, to strengthen the training of fishery human resources, and to build up the areas inside and outside the region. The market system of fishery human resources is connected with urban and rural areas, the diversified investment system of fishery human resources development is established, the employment channels of fishery human resources are further expanded, and the basic guarantee system of fishery human resources is established and perfected. The seventh part is conclusion.
