【摘要】：正从2015年起,随着新修订的《预算法》生效,我国地方政府融资呈现出新的格局,即主要包括通过发行地方政府债券融资和采用政府和社会资本合作模式(PPP)进行公共基础设施和公益性项目建设。总体来看,一系列新规接连出台,对规范地方政府举债、融资,建立地方政府债务管理制度和防范财政金融风险意义重大,但也存在着一些值得探讨和改进的地方。需进一步创新思路,加大改革力度,尽快建立起规范透明的地方政府融资机制。
[Abstract]:From 2015, with the new revised Budget Law coming into effect, local government financing in China presents a new pattern. That is mainly through the issuance of local government bonds financing and the use of government and social capital cooperation model PPPfor the construction of public infrastructure and public welfare projects. Overall a series of new regulations have been issued one after another. It is of great significance to standardize local government borrowing, financing, establish local government debt management system and prevent financial and financial risks, but there are also some worthy of discussion and improvement. Further innovation is needed. Step up reform and establish a standardized and transparent financing mechanism for local governments as soon as possible.
