日本国债制度设计利弊、债务运行情况及对我国启示

【摘要】：本文梳理了日本国债情况和相关制度变迁,对日本国债的发行、偿还机制等管理制度进行分析和研究,日本国债制度经过几十年来的改进与完善,在发行方式和管理方面有其独特优势,但是在债务规模的控制框架上约束力则明显不足。同时,在分析日本国债规模居高不下的原因基础上,将其与把债务规模抑制在较低水平的美国、欧洲等国家的相关机制进行比较,并结合我国实际情况,从中央政府在债务市场的地位、民粹主义压力、债务规模的控制以及增强政府财力空间等方面提出建议,以期对我国国债相关制度的进一步完善提供参考。
[Abstract]:This article combs the Japanese national debt situation and the related system change, carries on the analysis and the research to the Japanese national debt issue, the repayment mechanism and so on management system, the Japanese national debt system has been improved and consummated over the past several decades. It has its unique advantages in terms of issuing methods and management, but it is obviously not binding on the framework of controlling the size of debt. At the same time, on the basis of analyzing the reasons for the high scale of Japanese government bonds, Compare it with the mechanisms of countries such as the United States, Europe and other countries that keep debt at a lower level, and take into account the actual situation in our country, from the position of the central government in the debt market, populist pressure, The paper puts forward some suggestions on controlling the scale of debt and strengthening the financial resources of the government in order to provide a reference for the further improvement of the related system of national debt in China.
