我国地方债的成因、风险与防控

【摘要】：在我国,地方政府投资对地方经济社会的发展起到了至关重要的推动作用。地方政府积极融措资金,适度发行地方债,可以缓解地方财政收支矛盾,有利于加快地方经济社会建设。然而,在地方政府投资饥渴的推动下,地方政府债务规模急速扩张,债务风险也随之凸显,并引发广大学者与社会各界的关注与担忧。本文对地方债的发展历程及相关理论进行了梳理,分析了地方债的成因,对地方债目前可能面临的风险进行了研究,并提出了相应的政策建议。
[Abstract]:In China, local government investment plays a vital role in promoting the development of local economy and society. Local governments actively raise funds and issue local debts in moderation, which can alleviate the contradiction of local fiscal revenue and expenditure and speed up the construction of local economy and society. However, driven by the hunger for local government investment, the scale of local government debt has expanded rapidly, and the debt risk has become prominent, which has aroused the concern and concern of scholars and all walks of life. In this paper, the development of local debt and related theories are combed, the causes of local debt are analyzed, the possible risks of local debt are studied, and the corresponding policy recommendations are put forward.
