【摘要】：近几年,随着国家政府对于多层次资本市场的重视,区域股权交易市场的建设和发展越来越受到各方的关注。2017年1月26日国务院办公厅出台《关于规范发展区域性股权市场的通知》,对区域性股权交易市场的定位、监管进行明确的定义,也使得区域股权交易平台的发展迎来新的契机。在多层次资本市场中区域股权交易市场主要服务的是中小企业,服务的方向是探索解决中小企业“融资难融资贵”问题,孵化培育拟上市企业,服务区域实体经济发展等方面,经过一段时间的发展区域股权市场在这些领域都有所突破。本文从国内区域股权交易市场整体发展情况与经验启示着手,采用PEST模型的方式,针对江西区域股权交易市场发展运行情况,存在的问题及建议进行分析探究。江西区域股权交易市场自2015年正式运营以来,取得了良好的发展,但也面临着省级政府政策扶持力度不够、服务功能不完善、企业规范意识不强等一系列亟待解决的问题。针对以上问题,本文从调动地方政府积极性,申请相关政策措施;提升市场服务功能,完善平台建设;引导中小企业规范发展,提升资本市场意识等方面提出相关具体措施,为江西区域股权交易市场的发展提供相关建议。
[Abstract]:In recent years, with the attention of national governments to multi-level capital markets, On January 26, 2017, the General Office of the State Council issued the Circular on standardizing the Development of Regional Equity Markets, which positioned the regional equity trading market. Regulatory clear definition, also makes the development of regional equity trading platform ushered in a new opportunity. In the multi-level capital market, the main service of the regional equity trading market is the small and medium-sized enterprises. The service direction is to explore and solve the problem of "difficult financing and expensive financing" for small and medium-sized enterprises, to incubate the enterprises to be listed, and to serve the development of the real economy of the region. After a period of development of the regional equity market in these areas have breakthroughs. Starting from the overall development and experience of the domestic regional equity trading market, this paper adopts the PEST model to analyze and explore the existing problems and suggestions for the development and operation of the regional equity trading market in Jiangxi Province. Jiangxi regional equity trading market has made good development since its official operation in 2015, but it also faces a series of problems to be solved urgently, such as insufficient policy support from provincial government, imperfect service function and weak enterprise standard consciousness. In view of the above problems, this paper puts forward some specific measures from the aspects of arousing the enthusiasm of local governments, applying for relevant policy measures, enhancing the market service function, perfecting the platform construction, guiding the standard development of small and medium-sized enterprises, raising the consciousness of capital market, etc. To provide relevant suggestions for the development of Jiangxi regional stock market.
