HL政府投融资平台水利项目融资策略研究

【摘要】：我国水利项目具有很强公益性，，国家如若不投资，地方政府加强水利建设便是一纸空谈。地方政府在财力不足情况下，设立经营水利项目的地方政府投融平台公司，来实现政府债的企业化运作。然而，随着国家对地方性融资平台的控制，融资平台陷入了困境。本文从融资管理等基本理论方法入手，采用定性和定量分析、比较分析、实证分析等研究方法，借鉴已有的融资经验，查找HL地方政府融资平台融资难问题的成因，针对其项目融资的资源优势、盈利能力、行业特征等因素，HL提出地方政府融资平台必须明确定位，完善企业与债项增信，实现结构融资等相应对策，优化融资路径选择和融资增信，对分析我国地方政府融资平台水利项目融资具有一定的现实意义和理论价值。
[Abstract]:Water conservancy projects in China have a strong public welfare, if the state does not invest, the local government to strengthen water conservancy construction is empty talk. Under the condition of insufficient financial resources, local governments set up local government investment and financing platform companies to run water conservancy projects to realize the enterprise operation of government debt. However, with the national control of local financing platforms, financing platforms are in trouble. This paper starts with the basic theoretical methods of financing management, adopts qualitative and quantitative analysis, comparative analysis, empirical analysis and other research methods, and finds out the causes of the financing difficulties of HL local government financing platform, using the existing financing experience for reference. In view of the resource advantages, profitability, industry characteristics and other factors of project financing, the local government financing platform must be clearly positioned, improve the credit of enterprises and debts, and realize the corresponding countermeasures such as structural financing, etc. It is of practical significance and theoretical value to optimize the choice of financing path and increase the credit of financing for local government financing platform of water conservancy project in our country.
