绿色债券评级初步探索

【摘要】：绿色债券评级不单单是针对债券的信用评级,还涉及到对债券发行方"绿色意识"、履行绿色承诺的行为及其对筹集资金使用、管理和信息披露等一系列因素的综合评价。近期我国绿色债券发行量虽然不断增加,但在绿色债券评级方面的实践却还处于探索阶段。本文研究了绿色债券评级的必要性、可行性,并对绿色债券评级的思路进行了初步设想,最后指出应该通过建立环境信息披露制度、量化环境测算因素以及培养专业人员推动绿色债券评级发展,进一步推动我国绿色债券市场的扩大和发展。
[Abstract]:The green bond rating is not only aimed at the credit rating of the bond, but also involves the comprehensive evaluation of the bond issuer's "green consciousness", the behavior of fulfilling the green promise, and the comprehensive evaluation of a series of factors, such as the use of funds, management and information disclosure. Although the issuance of green bonds in China is increasing recently, the practice of green bond rating is still in the exploration stage. In this paper, the necessity and feasibility of green bond rating are studied, and the idea of green bond rating is tentatively envisaged. Finally, it is pointed out that the environmental information disclosure system should be established through the establishment of environmental information disclosure system. Quantifying environmental factors and training professionals to promote the development of green bond rating and further promote the expansion and development of green bond market in China.
