【摘要】：经济发展过程是满足人类需要的机会创造、发现和利用的过程。经济发展水平取决于机会创造、发现和利用的水平。与机会发现相联系的利益团体要求适应自身活动需要的制度和公共产品供给,它们的力量对比决定主导地位的制度和文化。而制度和文化决定了人们活动的激励从而决定技术和知识的增长速率进而决定机会扩展以及发现的可能和利用机会的成本。文化和制度决定人类社会发展的实绩,从而始终处于人类社会发展的核心。人类社会发展的历史就是文化、制度与经济发展互相推动的历史。人类认识能力的有限性和对未来的实践的无知使得人们只能通过纵向和横向试错竞争机制发现合理的制度。通过试错发现不适于人类文化价值实现的行为,并把规则限制在人类可以理解的坏行为的限制下给予人们的行动自由予以保护,这样才能在分散的试错中发现并实施有利于人类文化价值实现的规则,建立动态中完善、积累的规则体系。民主替代竞争和地方自治结合制度推动了稳定推进的一般普适规则的供给。政治外在规则的一般普适规则确立,使人们可以在基于一般规则的信任的基础上的匿名网络——市场上活动,推动了发展,并且使得个体利用歧视性行为规则的社会资本的必要性降低,从而有利于文化由基于团结的集体主义或宗法主义向基于对大组织的信任的现代文化转型。宪政制度的确立从根本上有利于人们形成对基于一般规则的匿名开放网络——市场的信任发展市场经济和文化向建立在对外部普适正规规则的依赖为特征的现代文化转型,市场经济发展是文化转型的另一推动力。文化、制度和经济发展的良性互动过程就是社会向基于对开放的保护自由的一般规则的信任为基础的现代社会转型过程。市场机制的确立和宪政框架下普适一般规则的供给是构建现代社会的基础。
[Abstract]:The process of economic development is the process of opportunity creation, discovery and utilization to meet human needs. The level of economic development depends on opportunity creation. Level of discovery and utilization. Interest groups associated with opportunistic discovery require institutional and public goods supply adapted to the needs of their activities. Their balance of power determines the institutions and cultures that dominate. And institutions and cultures determine the incentives for people's activities, and thus the rate of growth of technology and knowledge, which in turn determines the expansion of opportunities and the possibilities of discovery and utilization of opportunities. Culture and institutions determine the performance of human social development. Thus always in the core of the development of human society. The history of the development of human society is culture. The history of the interaction between institutions and economic development. The limitation of human cognitive ability and ignorance of future practice make it possible to find reasonable institutions only through vertical and horizontal mechanisms of trial and error competition.
