明清及近代富民思想研究

【摘要】： “藏富于民”的富民思想是我国经济思想史中一项最重要的内容,是关于国家与人民之间物质财富分配关系中主张藏富于民的一种经济思想。富民思想为历代政治家、思想家所推崇和倡导,经济思想史学界对富民思想的研究虽然较多,但大都集中在先秦诸子百家及唐宋时期的富民思想,缺少对封建社会后期及近代富民思想的研究;先前的研究着重于富国和富民关系的理论思辨,缺少富民思想具体政策措施的挖掘。同时缺少古代、近代富民思想与新中国改革开放以来的富民思想之间的比较研究。鉴于以上不完善的方面,有待做进一步的研究。另一方面,改革开放三十年来,中国经济有了很大的发展,GDP每年都以较高的水平增长,我国的综合国力大幅提高,经济总量位居世界前列。但值得关注的是近几年来国家财政收入增长速度远远高于经济增长和居民收入增长,城乡居民的整体收入水平和生活水平增速放缓,有鉴于此,党的十七大报告中提出要实现人均国内生产总值到2020年比2000年翻两番,强调让人民群众在更大程度上享受经济发展的成果,并首次提出“创造条件让更多群众拥有财产性收入”,实质是以人为本、藏富于民执政思维的体现。因此,研究和挖掘明清及近代的富民思想,有助于深入认识科学发展观,把握中国的经济体制改革的发展走向。同时对于解决当前民生问题也有一定的借鉴意义。本文的研究主要包括以下三方面的内容,即“富民的意义”,“富谁”,“怎么富”。关于“富民的意义”主要涉及富民思想的含义以及如何看待富民与富国的关系等内容;关于“富谁”的研究包括民的涵义以及富民思想的评价;“怎么富”是富民思想的核心,这一问题包括传统的重农富民和近代的重商富民的内容及相互关系,贫富调节等内容。最后,是本文的一些启示和结论。
[Abstract]:The thought of "storing wealth for the people" is one of the most important contents in the history of economic thought of our country. It is an economic thought about the distribution of material wealth between the country and the people.The thought of enriching the people is respected and advocated by the politicians and thinkers of the past dynasties. Although there are many studies on the thought of enriching the people in the field of economic thought history, most of them are concentrated on the rich people thought of the hundred schools of thought of the pre-Qin Dynasty and the Tang and Song dynasties.The previous studies focused on the theory of the relationship between the rich people and the rich people, and lacked the excavation of the concrete policies and measures of the rich people's thought.At the same time, there is a lack of comparative study between the ancient and modern thought of enriching the people and the thought of enriching the people since the reform and opening up of New China.In view of the above imperfect aspects, further research remains to be done.On the other hand, since the reform and opening up three decades ago, China's GDP has been growing at a high level every year, and the overall national strength of our country has been greatly improved, and the total economic volume ranks among the top in the world.However, it is worth paying attention to the fact that in recent years, the growth rate of the national financial revenue has been far higher than that of the economic growth and residents' income, and the overall income level and living standard of urban and rural residents have slowed down. In view of this,In the report of the 17th National Congress of the CPC, it was proposed to quadruple the per capita GDP by 2020 compared with the year 2000, emphasizing that the people should enjoy the fruits of economic development to a greater extent.And put forward for the first time, "create the condition to let more people have property income", the essence is the embodiment of people-oriented and rich in the people's ruling thinking.Therefore, to study and excavate the thought of enriching the people in Ming and Qing dynasties and in modern times is helpful to understand the scientific concept of development and to grasp the development trend of China's economic system reform.At the same time to solve the current livelihood problems also have certain reference significance.The research of this paper mainly includes the following three aspects: the meaning of enriching the people, who is rich and how rich.The meaning of "the rich people" mainly involves the meaning of the rich people thought and how to treat the relationship between the rich people and the rich countries, and so on; the study on the "rich people" includes the meaning of the people and the evaluation of the rich people thought; "how rich" is the core of the rich people thought,This problem includes the content and relationship between the traditional emphasis on agriculture and rich people and the modern meritocracy and rich people, and the adjustment of rich and poor.Finally, it is some enlightenment and conclusion of this paper.
