山东省制度变革与经济增长方式转变影响分析

【摘要】： 自改革开放以来,山东经济保持了二十多年的持续高速增长,年度地方生产总值破万亿,位居全国第三位。在高速发展的同时,还应该清醒地看到,增长方式粗放的问题也特别突出,主要表现为经济增长带有明显的“高投入、高消耗、低效率”的特征。转变经济发展方式,称谓实现经济可持续发展的最为紧迫的现实问题。本文以制度变革与山东经济增长方式的转变问题作为研究对象,从制度变革或制度创新方面对经济增长的贡献以及经济增长方式转变产生的影响进行实证研究。探讨地方政府在转变经济增长方式道路上制度创新层次的政策思路,为山东省经济可持续发展提供建议。在研究方法上,主要是构建符合山东省实际情况的制度指标体系和经济增长方式指标体系,综合运用统计分析、数理分析与计量分析方法对制度创新对山东省经济增长及经济增长方式起到的贡献和作用进行研究,核心是以主成分分析方法对两个关键指标体系进行具体量化。经过本文的实证分析,我们得到结论,在制度因素和经济增长方式转变之间存在稳定的联系。制度创新对我国及我省经济增长方式向集约化转变,乃至可持续发展的大计都是非常必要的。最后我们从所构建的制度指标体系几大角度从制度创新的行为主体——地方政府的权限范围内,谨慎探讨面对问题和挑战相应的一些比较可行的对策。作为地方政府在考虑问题解决问题的时候肯定要综合多方面的因素做出决策。本文仅提供一些意见作为参考。
[Abstract]:Since the reform and opening up, Shandong's economy has maintained a sustained rapid growth of more than 20 years, the annual local GDP of less than trillion, ranking third in the country. At the same time of rapid development, we should also see soberly that the problem of extensive growth mode is especially prominent, mainly for the economic growth with obvious characteristics of "high input, high consumption, low efficiency". Changing the mode of economic development and appraising the most urgent practical problem of realizing the sustainable development of economy. This paper takes the institutional change and the transformation of Shandong's economic growth mode as the research object, and makes an empirical study on the contribution of the institutional change or institutional innovation to the economic growth and the influence of the transformation of the economic growth mode. This paper probes into the policy ideas of the system innovation level of the local government on the road of changing the mode of economic growth in order to provide suggestions for the sustainable economic development of Shandong Province. In terms of research methods, it is mainly to build a system index system and an index system of economic growth mode in line with the actual situation in Shandong Province, and make comprehensive use of statistical analysis. The paper studies the contribution and function of system innovation to economic growth and economic growth mode of Shandong Province by mathematical analysis and econometric analysis, the core of which is to quantify the two key index systems by principal component analysis (PCA). Based on the empirical analysis, we conclude that there is a stable relationship between institutional factors and the transformation of economic growth mode. System innovation is very necessary for our country and our province to change the mode of economic growth to intensive, and even the plan of sustainable development. Finally, from several angles of the system index system, we carefully discuss some feasible countermeasures in the face of problems and challenges from the scope of authority of local government, the main body of institutional innovation. As a local government in the consideration of problem-solving must be a combination of factors to make decisions. This article only provides some suggestions for reference.
