如何实现生态产权的合理界定

【摘要】：正生态产权界定是生态补偿的重要现实依据,对于生态补偿的开展和生态环境保护具有重要作用,但如何界定成了现实中的一个难题。由于生态资源产权不明晰等问题的存在,造成生态补偿没有完全贯彻到实处,生态资源的价值也没有全部体现出来。
[Abstract]:The definition of positive ecological property right is an important practical basis for ecological compensation, which plays an important role in the development of ecological compensation and the protection of ecological environment, but how to define it has become a difficult problem in reality. Due to the existence of unclear property rights of ecological resources, ecological compensation has not been fully implemented and the value of ecological resources has not been fully reflected.
