产业转型升级的范式转换:从分立替代到耦合互动

【摘要】：在基于传统工业化的产业经济中,产业转型升级遵循的是高新技术产业与传统产业之间的分立替代范式,这种范式不但使传统产业因不能接纳高新技术产业的渗透而创新能力薄弱,也使对未来经济持续增长有重大影响的高新技术产业因缺少了传统产业的支撑而发展受限。为此,加快完成从分立替代范式向耦合互动范式的转换,是顺利完成区域产业转型升级任务的根本路径。高新技术产业与传统产业之间的耦合互动是区域产业升级的内在要求,能够打破区域产业同构与结构固化效应,消除产业链的低端锁定与战略性隔绝机制,化解"碳锁定"的严峻挑战。为了进一步促进高新技术产业与传统产业的耦合互动,应该在区域范围从多维度优化政策取向。
[Abstract]:In the industrial economy based on the traditional industrialization, the transformation and upgrading of the industry follows the paradigm of separation and substitution between the high-tech industry and the traditional industry. This kind of paradigm not only makes the innovation ability of traditional industry weak because it can not accept the penetration of high-tech industry, but also restricts the development of high and new technology industry which has great influence on the sustained economic growth in the future because of the lack of the support of traditional industry. Therefore, speeding up the transition from discrete alternative paradigm to coupling interaction paradigm is the fundamental way to successfully complete the task of regional industrial transformation and upgrading. The coupling interaction between high-tech industry and traditional industry is the inherent requirement of regional industrial upgrading, which can break the isomorphism and structural solidification effect of regional industry, eliminate the low-end locking and strategic isolation mechanism of industrial chain. Resolve the serious challenge of "carbon lock". In order to further promote the coupling and interaction between high-tech industry and traditional industry, we should optimize the policy orientation from multiple dimensions in regional scope.
