地方政府征收宅基地过程中的利益分配问题探讨——基于马克思地租理论的视角

【摘要】：在保障基本农田和粮食安全的硬性约束下,城市建设用地的来源将更依赖于盘活农村建设用地。征收农村宅基地成为地方政府增加城市空间范围、承接投资落地的重要手段。宅基地转换用途后的升值部分是地租的一种形式,如何分配地租,将直接影响到农户的利益和我国城镇化进程。无论宅基地地租是否由农户创造,农户已经参与了地租分配,应当承认其合理性,并保障农户参与地租分配的权利。地方政府获得的宅基地增值收益应在全社会范围内重新分配,并首先用于解决农民进城问题,推进我国城镇化建设。
[Abstract]:Under the hard constraints of guaranteeing basic farmland and grain security, the source of urban construction land will be more dependent on living rural construction land. The collection of rural residential land has become an important means for local government to increase the spatial scope of the city and undertake the investment landing. The part of the rise value after the conversion of the homestead is a form of land rent and how to distribute the land. The rent will directly affect the interests of farmers and the process of urbanization in China. No matter whether the land rent is created by the farmers or not, the farmers have participated in the distribution of land rent. They should recognize the rationality and guarantee the rights of the farmers to participate in the distribution of land rent. The value added of the homestead obtained by the local government should be redistributed in the whole society and first used In order to solve the problem of farmers entering cities, we should promote urbanization in China.
