【摘要】： 邓小平国家实力思想是邓小平国际战略思想的重要组成部分。它继承和发展了马克思唯物史观的思想及毛泽东维护世界和平、促进世界共同发展的国际战略思想,是邓小平在科学分析国际形势和时代特征以及正确估计我国现实国情的基础上,为实现我国国家利益而做出的对外关系领域内具有全局性、长期性的谋划和指导。邓小平的国家实力思想以其国际战略思想为基础,用一种全新的视角认识世界,在考虑本国国家实力与利益时正确估量与考虑他国的实力,力求实现各国间的普遍发展、和谐发展。当今世界,以经济为基础,以科技为先导的综合国力的竞争日趋激烈,参与国际竞争、实现国际合作离不开综合国力的发展;提高一国的国际地位离不开综合国力;维护世界和平也离不开综合国力的壮大。在复杂多变的国际环境下,邓小平认为中国应冷静观察,稳住阵脚,沉着应付,韬光养晦,有所作为,大力发展本国的经济,军事、科技等硬力量,同时也要重视文化、政治文化和对外关系的良好建设。邓小平国际战略中的国家实力思想是符合我国国家利益的,它指明了我国今后努力的目标,为我国外交政策的制定奠定了理论基础,也为我国现代化建设创造了良好的国家环境和周边环境。在对内作用上,为我国和谐社会的建立提供了科学依据;在对外作用上,为建设和谐世界提供了宝贵借鉴。
