国际碳金融发展现状与我国市场主体的对策选择

【摘要】：碳金融是人类社会应对气候变化、推进可持续发展的重要机制创新。目前我国的碳金融市场发展虽已取得了一些进展,但仍存在制度供给不足,中介滞后,市场体系不健全等诸多问题。在当前碳交易市场已经成为全球最具潜力的商品交易市场的背景下,促进以政府、行业协会、金融机构以及企业为主体的市场建设;通过制定中长期发展战略规划,建立健全与碳金融交易相关的法律法规;运用政策引导企业发展和实施CDM项目等措施,积极推动我国碳金融市场建设和发展。
[Abstract]:Carbon finance is an important mechanism innovation for human society to deal with climate change and promote sustainable development. Although some progress has been made in the development of carbon finance market in our country, there are still many problems, such as insufficient supply of institutions, lag of intermediary, imperfect market system, and so on. In the context of the current carbon trading market, which has become the most promising commodity trading market in the world, to promote market construction with governments, industry associations, financial institutions and enterprises as the main body; and to develop strategic plans for the development of the medium and long term, Establishing and perfecting the laws and regulations related to carbon finance trading, applying policies to guide enterprises to develop and implement CDM projects, and actively promoting the construction and development of carbon finance market in China.
