“碳锁定”与低碳技术制度的路径演化

【摘要】:在全球变暖、环境恶化的背景下,低碳技术的应用和扩散却相对缓慢,其原因在于"碳锁定"效应。"碳锁定"概念虽然抓住了碳基技术制度演化的路径依赖特征,却过分强调依靠外生力量打破"锁定"。初步构建了一个描述性的技术制度路径演化模型,指出"锁定"只是路径演化过程中暂时的均衡状态,还会出现路径的消解、突破和偏离。其中,路径偏离是技术制度的内生变化,是打破"锁定"的主要力量。
[Abstract]:In the context of global warming and environmental degradation, the application and diffusion of low-carbon technologies are relatively slow, due to the "carbon locking" effect. " Although the concept of carbon locking grasps the path-dependent characteristics of the evolution of carbon-based technological institutions, it over-emphasizes relying on exogenous forces to break "locking". A descriptive model of technological institutional path evolution is constructed preliminarily. It is pointed out that "locking" is only a temporary equilibrium state in the course of path evolution, and there will also be path resolution, breakthrough and deviation. Among them, path deviation is the endogenous change of technological system and the main force to break "lock".
