区域循环经济发展模式研究

【摘要】：作为一种资源和生态环境协调发展的新经济模式-循环经济在中国得到了空前的重视。循环经济(Circular Economy)本质上是一种生态经济,是推进可持续发展的一种实践模式。循环经济提出了一种强调经济和生态环境协调发展的新经济模式,即“资源一产品一再生资源”的反馈式经济运行模式。循环经济兼顾经济、社会和环境效益三者的和谐统一,是重视经济与生态环境协调的科学发展观的一种体现。循环经济的特征是自然资源的低投入、高利用和废物的低排放,核心是3R化,即废物减量化(Reduce),资源的再使用(Reuse)和再循环利用(Recycle)。其目的是:使资源以最低的投入,达到最高效率的使用和最大限度的循环利用,从而实现废弃物排放的最小化和人类经济活动的生态化;使经济活动与自然生态系统的物质循环规律相吻合,最终实现经济社会和生态环境的“双赢”。本研究从人类社会发展的三个阶段研究入手,深刻剖析了工业化以来经济社会发展所产生的生态环境问题,指出人口众多,人均资源占有量相对较低是实现中国经济社会可持续发展战略的主要制约因素。因此,发展循环经济,建设资源节约型社会是实现我国经济社会可持续发展的一种有效途径。作为一种经济发展模式的表现形式,循环经济应当在经济方面不断创造新价值;在环境保护方面维持生态平衡;在社会层面上不断创造新的产业领域,增加就业机会,从而实现经济社会的可持续发展。通过对国内外发展循环经济情况的分析和综合评价,系统研究了循环经济的评价指标体系。在对日本国家物质流进行剖析的基础上,以青岛市城阳区为例,在国内首次对区域循环经济体系的物质流及指标体系进行了分析研究,并据此提出了适合我国国情的区域循环经济发展模式与对策。本论文的结构是:第一章从工业革命以来的经济发展与生态环境的关系入手,分析了循环经济产生的历史背景;在对国内外循环经济研究基础上,给出了一个较为科学、合理的定义;提出了循环经济的五大特点及其与传统经济的五个区别。第二章研究了循环经济的理论依据和国内外运行模式的实践,对小循环(清洁生
[Abstract]:As a new economic model, circular economy, a harmonious development of resources and ecological environment, has been attached great importance to in China. Circular economy (Circular Economy) is essentially an ecological economy and a practical model to promote sustainable development. Circular economy puts forward a new economic model which emphasizes the harmonious development of economy and ecological environment, that is, the feedback economic operation mode of "resource-product-renewable resource". The harmony and unity of circular economy and social and environmental benefits is a reflection of the scientific development view which attaches importance to the coordination of economy and ecological environment. Recycling economy is characterized by low input of natural resources, high utilization and low discharge of waste, the core of which is 3R, that is, the reuse of waste reduced (Reduce), resources, (Reuse) and recycling (Recycle). Its purpose is: to make the resources with the lowest input, to achieve the highest efficiency and maximum recycling, so as to minimize the waste emissions and ecological human economic activities; The economic activities are consistent with the laws of the material circulation of the natural ecosystem, and the "win-win" of the economic society and the ecological environment is finally realized. Starting with the study of the three stages of human social development, this study has deeply analyzed the ecological and environmental problems arising from the economic and social development since industrialization, and pointed out that the population is large. The relatively low per capita share of resources is the main restricting factor for the strategy of sustainable economic and social development in China. Therefore, the development of circular economy and the construction of resource-saving society is an effective way to realize the sustainable development of our country's economic society. As an expression of an economic development model, circular economy should continuously create new economic values; maintain ecological balance in environmental protection; and create new industrial fields and increase employment opportunities at the social level. In order to achieve sustainable economic and social development. Through the analysis and comprehensive evaluation of the development of circular economy at home and abroad, the evaluation index system of circular economy is studied systematically. Based on the analysis of the national material flow in Japan, taking Chengyang District of Qingdao City as an example, the material flow and index system of the regional circular economy system are analyzed and studied for the first time in China. Based on this, the development mode and countermeasures of regional circular economy suitable for China's national conditions are put forward. The structure of this paper is as follows: the first chapter analyzes the historical background of circular economy from the relationship between economic development and ecological environment since the industrial revolution, and gives a scientific research on circular economy at home and abroad. The paper puts forward five characteristics of circular economy and its five differences with traditional economy. The second chapter studies the theoretical basis of circular economy and the practice of domestic and foreign operation mode.
