【摘要】:随着我国经济社会的快速发展,加之“一带一路”、京津冀一体化、长江中游经济带和新型城镇化等国家战略的实施,民用航空运输量迅速增长,飞行航班量与日俱增,预计到2030年,我国每年将有4870万架次的商业飞行,较现行运输量增长1倍,航空旅客周转量将达到13.5万亿客公里,旅客年增长率将达到4.7%,航空器航段长度年平均增长率将达到3.7%,空管航班运行保障量较2015年将增长2倍,空管保障航班量的剧增伴随着空管应急处置工作压力的增大,快速、高效的空管应急处置直接关系到民航运行的安全、效率和顺畅;同时“5.12”汶川地震、“4.14”玉树地震等特大型地质灾害、“9.11”恐怖袭击、非典疫情以及其它各类民航突发事件的发生,对关键时刻,空中交通管制如何作出快速反应,如何提供大流量飞行服务下的高强度管制服务,如何维持突发事件情况下的不间断空中交通管制指挥,提出应对挑战。面对上述压力与挑战,我国现行民航突发事件空管应急处置在体制机制、运行环境、空域结构、应急设施、设备、气象信息服务、管制应急处置等诸多方面还存在薄弱环节,不能与实际需求相适应,必须针对性的开展研究、分析,采取有效措施加以改进和完善。本文从空中交通管理的视角出发,通过总结我国民航突发事件类型,结合中、美空管应急处置现状对比,分析我国民航突发事件空管应急处置中存在的问题及原因,提出民航突发事件空管应急处置对策及建议,为改善我国民航突发事件空管应急处置现状,有效预防和减少突发事件造成的危害,确保非常态下空管的持续指挥,保障民航整体安全运行提供借鉴。
[Abstract]:With the rapid economic and social development of our country, coupled with the "Belt and Road", the integration of Beijing-Tianjin-Hebei, the economic belt in the middle reaches of the Yangtze River and the implementation of the new national strategy of urbanization, the volume of civil aviation transportation has increased rapidly. By 2030, our country will have 48.7 million commercial flights every year, twice as much as the current traffic volume, and the air passenger turnover will reach 13.5 tillion passenger kilometers. The annual passenger growth rate will reach 4.7 percent, the average annual growth rate of the aircraft segment length will reach 3.7 percent, and the number of air traffic control flights will increase by two times as much as in 2015. With the increase of flight volume, the rapid and efficient emergency disposal of air traffic control is directly related to the safety, efficiency and smooth operation of civil aviation. At the same time, "5.12" Wenchuan earthquake, "4.14" Yushu earthquake and other large-scale geological disasters, "9.11" terrorist attacks, SARS epidemic and other types of civil aviation emergencies, the occurrence of critical moments. How to make rapid response to air traffic control, how to provide high-intensity control services under the heavy flow flight service, and how to maintain the uninterrupted air traffic control command in the case of emergencies. In the face of the above pressures and challenges, the current civil aviation emergency management emergency management in the institutional mechanism, operational environment, airspace structure, emergency facilities, equipment, meteorological information services. There are still weak links in many aspects, such as control and emergency disposal, which can not adapt to the actual needs, so we must carry out targeted research and analysis. Take effective measures to improve and improve. From the perspective of air traffic management, this paper summarizes the types of civil aviation emergencies in China, combined with the United States Air Traffic Management emergency disposal status comparison. This paper analyzes the existing problems and causes of the air traffic control emergency disposal in China's civil aviation emergency, and puts forward the countermeasures and suggestions for the civil aviation emergency air traffic control emergency disposal, in order to improve the present situation of the civil aviation emergency air traffic control emergency disposal in China. It can effectively prevent and reduce the harm caused by unexpected events, ensure the continuous command of air traffic control under abnormal conditions, and provide reference for ensuring the overall safe operation of civil aviation.
